GENERAL DESCRIPTION:


The Wyoming Game and Fish Department seeks a Budget Manager in Cheyenne WY. This position collaborates with the executive leadership team Chief Financial Officer (CFO) and General Accounting Manager to establish and monitor all Wyoming Game and Fish Department budgets. It shares knowledge of critical financial processes to ensure operational continuity between the Budget Manager CFO and General Accounting Manager. This position supervises the cashier and serves as a backup for cashier functions. It serves as the primary point of contact and agency expert for the internal budgeting and reporting system Workday. It is responsible for the maintenance troubleshooting and enhancements of the system. The position implements system changes to meet customer needs regulatory requirements and cost efficiencies. The position is also responsible for developing financial statements and informational presentations used by and or disseminated to the executive leadership team CFO Game and Fish Commission legislative committees Governors office state auditors office state budget office and the public. It develops and monitors the payroll budget and reviews hiring documents including PM20s and personnel action forms to ensure compliance with standard rates and the agencys approved budget.

  • Collaborate with the executive leadership team CFO and General Accounting Manager to establish and monitor all WGFD budgets (currently $104M per year). Partner with CFO and General Accounting Manager to resolve budget challenges presented by federal agencies state and local governmental agencies nongovernmental organizations and employees.
  • Establish and manage timetables requirements and procedures for budget development and implementation. Provide training information and system tools to streamline budget development.
  • Review update and compile financial information used for budget development including comparative annual expenditures previous budget history yeartodate revenue and expenditure information revenue/expenditure forecasts inflationary adjustments projected costs for budget assumptions and standard prices for vehicles equipment and commodities.
  • Serve as the primary point of contact and agency expert for the internal budgeting and reporting system Workday. Responsible for the maintenance troubleshooting and enhancements of the system. Implement system changes to meet customer needs regulatory requirements and cost efficiencies. Develop and refine tools to simplify and streamline use of the system. Assist all personnel with budget development.
  • Make recommendations on any significant deviations from established budgets that may require Commission action during the year. Review and direct appropriate action for all budget transfer requests in coordination with the CFO General Accounting Manager and/or Division Chief as appropriate. Make recommendations for the reallocation of resources to resolve budget issues.
  • Supervise the cashier and serve as a backup for cashier functions. The cashier position is accountable for the balancing accounting modifications and depositing of approximately $103M annually. Duties also include maintaining all agency revenue records and the collection of NSF items.
  • Develop and monitor the payroll budget and review hiring documents including PM20s and personnel actions forms to ensure compliance with standard rates and the agencys approved budget. Review and approve all payroll exception events each month to ensure reconciliation with the internal timekeeping system prior to processing in HRM. Assist HRD payroll personnel with research and problem resolution when payroll processing balancing and monthend reconciliation issues arise.
  • Provide backup and support to the Chief Financial Officer and General Accounting Manager. Sharing knowledge of critical financial processes to ensure operational continuity between the Budget Manager CFO and General Accounting Manager.
  • Work with and provide information to Federal and State auditors in collaboration with the CFO and General Accounting Manager. Assist with data mining and dissemination of financial information required for all financial and compliance audits. Assist CFO with SAO ACFR reporting requirements for WGFD agency expenditures fixed assets construction in progress SEFA and vehicles. Compile AD HOC or spontaneous financial data reports as necessary.
  • Work closely with the CFO General Accounting Manager and Chief Technology Officer on the operation troubleshooting improvement and testing of all internal financial systems. This includes the development and maintenance of internal workflows processes and procedures.
  • Responsible for developing financial statements and informational presentations used by and or disseminated to the executive leadership team CFO Game and Fish Commission legislative committees Governors office state auditors office state budget office and the public. Prepare monthly and yeartodate financial schedules including revenues and expenditures compared to budget estimates and prior period expenditures on a program and object basis.
  • Identify information needs and develop reports for dissemination to the executive leadership team budget authorities field personnel and constituents.

Qualifications


PREFERENCES/**AGENCY REQUIREMENTS:


Preference will be given to those with a bachelors degree in accounting finance business or a closely related field PLUS three years of professional work experience in governmental accounting.

**Must have a valid drivers license.



KNOWLEDGE:


  • Knowledge of relevant federal statutes regulations and policies; Wyoming statutes; Commission regulations policies and processes; Legislative processes; WGFD strategic plan goals objectives procedures and overall operations.
  • Knowledge of human resource management and state personnel rules related to employee supervision including but not limited to performance appraisal fair labor standards and disciplinary procedures.
  • Knowledge of Generally Accepted Accounting Principles as they are applied to government accounting systems basic accounting business principles budgets and cost controls.
  • Knowledge of cash management policies and procedures including security and correct accounting of funds reconciliation of bank accounts auditing of cash boxes etc.
  • Knowledge of banking procedures (electronic transfers credit memos NSFs credit cards negotiable instruments and ASAP system for federal draws).
  • Knowledge of Wyoming Online Financial System (WOLFS).
  • Ability to adapt manual and electronic processes to ensure system integrity and audit transparency.
  • Ability to apply project management skills to the annual budget development process.
  • Ability to solve problems work independently prioritize multiple tasks and manage a high volume of work.
  • Ability to analyze interpret and report data and resolve discrepancies.
  • Ability to research and resolve questions involving all aspects of the Departments budgeting operations.
  • Skilled in oral and written communication for a technical and nontechnical audience.
  • Able to convey complex information to a variety of audiences.
  • Skilled in the operation of highly complex accounting systems which include general ledger inventory accounts receivable sales cash management and credit card processing.
  • Skilled in interpersonal relations.
  • Skilled in using MS Office products and custom database systems.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Finance)
Experience:
13 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst
OR
Education & ExperienceSubstitution:
47 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst
