Job Duties

The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a Highway Maintenance Supervisor to oversee and perform a variety of simple to complex roadway maintenance activities. Supervise a crew and provide technical guidance to crew members performing maintenance activities and equipment operation.

Core responsibilities for job & position:
Effectively communicate with citizens public officials state employees and businesspeople demonstrating sensitivity for their opinions and suggestions. Respond with accurate and complete information to inquiries and requests. Communicate effectively courteously and professionally with customers. Provide customers with Information related to the status of their work requests as required. May require travel and work outside of the traditional district boundaries which may cause a temporary change to the work schedule.

Demonstrate considerable skill in the operation and maintenance of vehicles and equipment (light medium and heavy duty) to perform roadway maintenance and construction activities. Apply specialized knowledge of equipment operation and maintenance techniques. Perform maintenance repair replacement and preventive maintenance. Complete pretrips inspections for vehicles and equipment operated.

Prepare and maintain program and project documentation. Assist in the preparation of budget reports data and records. Assist in forecasting additional funds needed for staffing equipment materials and supplies. Monitor expenditures and recommend adjustments as needed.

Supervise emergency operations to ensure the safe operation of roadways. Support emergency operations including storm damage repairs clearing roadways of snow ice and debris accident cleanup and providing traffic control during and after normal working hours.

Identify proper work site protection techniques. Ensure workplace safety by identifying hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules regulations laws and procedures (OSHA and VOSHA etc.. Ensure equipment is used properly and safely. Apply MUTCD for detours lane closures work zones etc. Maintain a clean orderly and safe work environment. Follow VDOT Safety Regulations and Practices.

Work with supervisors and managers at assigned locations to plan schedule supervise and perform the placement maintenance and removal of traffic control devices for work zones detours lane closures etc. according to the MUTCD. Receive and respond to work orders. Order and track inventory and maintain records.

Assist the Area Superintendent in planning for the maintenance program special projects and personnel needs. Investigate and recommend solutions to operations and maintenance complaints. Estimate repair construction and materials costs. Assist in ordering storing and utilizing AHQ materials. Assist and advise crew on difficult and unusual problems when necessary.

Schedule and direct the activities of personnel and equipment in a safe and efficient manner to accomplish planned and assigned work within established timeframes. Assign daily work and monitor work performed; provide onsite direction and guidance; complete daily work reports including time equipment and materials. Participate in staff development activities to include onthejob training identify additional training needs and provide input to staff performance evaluations. Work with others to provide new ideas and improvements. Perform an IMS analysis related to ordering road stock to determine the best quantity to order.

Skill in the operation and maintenance of handheld and power tools.
Knowledge of supervisory principles and practices with ability to supervise others to include performance management.
Must possess a valid CDL and DOT medical card. Must comply with DOT and VDOT policies and standards when operating CDL equipment.
Knowledge and application of work zone safety traffic controls and flagging operations to include the Manual of Uniform Traffic Control Devices (MUTCD).
Ability to read and follow oral and written instructions.
Skill in operation and maintenance of light medium and heavyduty equipment used for highway maintenance and emergency operations.
Ability to communicate effectively orally and in writing.
Ability to compile and analyze data; complete reports and records requiring business English and math skills.
Knowledge of highway maintenance equipment materials methods and procedures.
Skill in operating computers and navigating software applications.
Demonstrated ability to plan work schedules and identify and assign manpower materials and equipment needed to accomplish the job.

VDOT is an emergency response agency and this position may be designated to support emergency operations during certain situations. As such you may occasionally be required to work an assignment that includes hours outside the normal work schedule including weekends and holidays. Not all designated employees are provided an emergency operations assignment.

Minimum Qualifications

Skilled in the use of computers and software applications.
Valid drivers license.
Skilled in operating and maintaining light to heavy duty trucks and equipment.
Ability to perform manual labor.
Ability to direct evaluate and train others.
Safety shoes required.
Considerable knowledge of roadway maintenance and construction practices and procedures.
Must possess a valid CDL and DOT medical card. Must comply with DOT and VDOT policies and standards when operating CDL equipment.
Ability to maintain required certifications.
Knowledge of inventory practices and procedures.

Additional Considerations

A combination of training experience or education in Management Maintenance Construction or related field desired.
DCR Erosion and Sediment Control certification.
Experience supervising others and evaluating performance.
Experience planning schedules and assigning manpower.
Ability to gather data conduct research and create reports.
Experience overseeing emergency operations activities including snow removal storm damage and accident cleanup.
Inventory management experience.
Experience in roadway maintenance and or construction activities.

References and verification of work history DMV Records Check preemployment physical and drug screen fingerprintbased criminal history records check. This position also requires approved safety shoes as a reimbursable expense. Applicants selected for interview will be required to perform a skills demonstration during interview process.

All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7 2022 new Federal Motor Carrier Safety Administration (FMCSA) regulations require entrylevel drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time upgrade their CDL from a Class B to a Class A or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA approved EntryLevel Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours on average of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.

Position is designated as essential and as such will be required to work outside normal hours weekends and holidays during emergency situations which may include but are not limited to inclement weather disaster response and emergency operations. Travel may be required.

VDOT utilizes a marketbased pay program which has been approved by DHRM. Therefore advertised rates of pay may or may not align with the Commonwealth pay bands.
