The primary role of DART staff members is to carry out the functions of the Assessors Office in a manner that is friendly respectful resourceful and willing in order to create an environment of safety trust and belonging for all.
ABOUT THE POSITION
Are you someone who is ready to begin training for a career in property appraisal or would like to expand your knowledge and experience in the area of property appraisal Are you able to assist in the description classification and estimation of property values Can you participate in the preparation of cases for appeals for real and personal property. If so your search may be over.
In this role you will receive training to conduct:
Inspection: Inspect properties measure and sketch to scale buildings determine property use and value. Assist with inspecting classifying ranking and rating properties to an established benchmark.
Research and Analysis: Assist in analyzing sales and appraisal data. Research and gather data on land sales and commercial property variables (lease rates vacancy rates expense ratios and capitalization rates). Assist in collecting and compiling variable data into a usable database.
Appraisal: Under supervision appraise less complex commercial properties using various approaches to value. Determine if added value is an exception and consult with the supervisor and the senior appraiser on appraisal issues. Perform other duties as assigned.
Appeals Customer Service Roll Administration: Communicate with property owners about assessments and related issues. Assist in Property Value Appeals Board (PVAB) and Magistrate Appeal case preparation. Review appeals and make recommendations under the guidance of senior appraiser and supervisor. Assist with changes to the Certified Roll. Answer public inquiries investigate complaints and recommend corrective actions. Maintain appraisal records.

TO QUALIFY:

Minimum Qualifications/Transferable Skills*:
Associates degree preferably in real estate appraising business economics accounting or related field 2 yrs of relevant Experience can substitute for degree).
Six 6 months to a year of real estate experience in the fields of real estate appraisal construction real estate finance property management and/or accounting; or an equivalent combination of education and experience.
Possession of or ability to obtain an appropriate and OR State valid drivers license valid car insurance and access to a vehicle
Possession of or ability to obtain within 6 months of hire or as soon as reasonably possible an appropriate and valid Oregon State Appraiser Registration (annual certification required) as outlined in ORS 308.010
Be able to pass a thorough criminal background check
Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. Knowledge of or ability to learn real property appraisal principles practices and procedures.
Experience with or understanding of income cost and sales comparison approaches to determine market value.
Ability to read building plans and understand building architecture and construction components.
Understanding of Oregon Measures 5 and 50 and Department of Revenue Administrative Rules.
Familiarity with vacancy rates land use regulations(zoning) working around heavy tools and machinery.
Intermediate Microsoft Office Suite; Google Suite preferred and GIS software skills.
Intermediate Microsoft Excel and Google Sheets skills
Experience with Computer Assisted Mass Appraisal (CAMA) software systems and third party online databases like Costar and RMLS.

Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. Routine Telework: This position is approved for routine telework meaning you can work remotely (from home) or in person at an onsite location. Schedule: Monday Friday; There may be some flexibility with scheduling and daily start and end times. There will be inoffice trainings especially at the start of the position and will continue on an adhoc basis
