Duties and Responsibilities

  • * Performs the full lifecycle of procurement activities in compliance with Federal State University of Hawaii (UH) Research Corporation of the University of Hawaii (RCUH) University of Hawaii Foundation (UHF) policies and procedures of extramural awards and appropriated funds.
  • * Ensures accurate and timely processing of all financial transactions of requisitions travel requests/completions payments payroll timesheets etc.
  • * Serves a unit PCard administrator ensuring compliance with procurement of good and services knowledge of restrictions and conduct monthly reconciliation.
  • * Reviews contract/grant purchasing terms and conditions and prepare and execute documents accordingly.
  • * Provides technical advice and recommendations to Prinicpal Investigators (PI) and staff on the appropriate methods of procurement especially for specialized/unique purchases to research activities.
  • * Serve a department Fiscal Administrator with $5K purchasing authority.
  • * Analyzes and monitors program budgets and produces reports to the Director accordingly.
  • * Develop update and maintain internal fiscal procedures to ensure proper compliance and reporting to extramural sponsors and keep abreast of current policies and procedures.
  • *Conduct annual equipment/asset inventory verifications disposal and/or transfer. Reconcile and maintain inventory records.
  • Participate and respond to federal audits and compliance issues.
  • Work with the Administrative Services Manager on the review of proposals and budgets for contract/grant management.
  • Other duties as assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree in Business Administration Accounting Finance or related field and 3 years of progressively responsible professional experience with responsibility for administering procurement and government purchasing activities or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the area of program administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with program administration.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
  8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
  9. Ability to read understand interpret and analyze financial data and apply agency state and/or federal policies and regulations.
  10. Ability to exhibit accuracy in work attention to detail think critically research thoroughly and problem solve.
  11. Thorough understanding and ability to effectively use a range of software spreadsheets databases and tracking systems.
  12. Demonstrated ability to prioritize tasks meet critical deadlines and multitask multiple projects on a daily basis.


Desirable Qualifications

  1. Prior work experience in an institution of higher education.
  2. Knowledge of UH RCUH and UHF fiscal policies and procedures.
  3. Experience working with RCUH Financial and Personnel Systems.
  4. Experience working with the UH Kuali Financial System (KFS).
  5. Experience working with JasperReports Server (JRS)
  6. Knowledge of the myGrants system.
  7. Experience working with SuperQuote through CommercePoint.
  8. Experience working with eTravel.
