Job Description

Summary Statement

This position will not receive Hazard Duty Pay. Projects and work activities will be statewide. The position is required to work during severe weather homeland security and traffic incidents. The Traffic Safety Officer for Special Events inspects reviews develops deploys and applies Temporary Traffic Control (TTC) standards to all Delaware roadways to maintain safety for all modes of transportation. This position will primarily reference and apply standards and guidelines commonly found in Delaware specifics of the Manual on Uniform Traffic Control Devices (MUTCD) Specifications Details Safety Hardware and AASHTO guidelines. Primary duties include developing and implementing TTC for permitted Special Events to maintain and encourage safety for pedestrians motorists and cyclists. Additional duties include incident and emergency TTC incident reporting/investigation and participation in unplanned events.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans materials specifications safety requirements construction processes local state and federal codes and on going maintenance requirements; documents/reports compliance or deficiencies.
  • Designs/develops/reviews engineering project/site layouts alignments profiles studies graphs and other related activities.
  • Compiles and records notes sketches test results inspection data and other information to document compliance and/or develop designs specifications reports maps and other geographically based data.
  • Conducts various studies to be used by others to analyze needs/develop plans record characteristics and other related activities.
  • Conducts data analysis to determine accuracy of data collected develop recommendations develop corrective designs and/or ensure compliance.
  • Tests/evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data such as angles elevations points and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculates/measures area and volume dimensions horizontal and vertical geometry profile and component specifications and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade.
  • Reads and interprets plans specification blueprints and other engineering documents.

Applicants must have education training and/or experience demonstrating competence in each of the following areas:

    Traffic Engineering Safety Officer:

    1. Coursework training and/or work experience in applied mathematical computations.
    2. Coursework training and/or work experience in interpreting construction or event traffic plans and details schematics or technical drawings.
    3. Coursework training and/or work experience in using an automated information system to enter update modify delete retrieve/inquire and report on data.
    4. Coursework training and/or work experience in evaluating the effectiveness of traffic control methods and devices such as signs or pavement markings.
    5. Possession of a valid Drivers License (not suspended revoked or cancelled or disqualified from driving).

    JOB REQUIREMENTS for Engineering/Planning/Surveying Technician II
    Applicants must have education training and/or experience demonstrating competence in each of the following areas:

    Traffic Engineering Safety Officer:

    1. Six months experience in applied mathematical computations.
    2. Six months experience in using an automated information system to enter update modify delete retrieve/inquire and report on data.
    3. Six months experience in evaluating the effectiveness of traffic control methods and devices such as signs or pavement markings.
    4. Coursework training and/or work experience in interpreting construction or event traffic plans for compliance with traffic engineering objectives and regulations.
    5. Possession of a valid Drivers License (not suspended revoked or cancelled or disqualified from driving).

        JOB REQUIREMENTS forEngineering/Planning/Surveying Technician III
        Applicants must have education training and/or experience demonstrating competence in each of the following areas:

          Traffic Engineering Safety Officer:

          1. Possession of a Traffic Control Technician Certification from the American Traffic Safety Services Association (ATSSA) OR certificate of completion of the Traffic Control Technician from the American Traffic Safety Services Association (ATSSA) and one year of experience in temporary traffic control in work zones or event traffic.
          2. Possession of a Flagger Certification from the American Traffic Safety Services Association (ATSSA).
          3. One year of experience in evaluating the effectiveness of traffic control methods and devices such as signs or pavement markings.
          4. One year of experience in using an automated information system to enter update modify delete retrieve/inquire and report on data.
          5. Six months experience in interpreting construction or event traffic plans for compliance with traffic engineering objectives and regulations.
          6. Coursework training and/or work experience in analyzing the cause of and providing remedies for highrisk traffic conditions or application of event traffic mitigation.
          7. Coursework training and/or work experience in project management such as planning developing implementing managing and evaluating projects to ensure objectives are met.
          8. Possession of a valid Drivers License (not suspended revoked or cancelled or disqualified from driving).

            This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicableterms and conditions of employment in accordance with Title 29 Chapter 59 and Title 19 Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.
