Duties and Responsibilities

  1. *This position will join a team of professionals in the KOKUA Program charged with providing a range of access services to students with disabilities in support of the Universitys strategic goals and to ensure compliance with Federal and State mandates.
  2. *Provide disability access counseling services to university applicants and students (professional graduate and undergraduate) with physical and/or mental disabilities to promote their development growth and equal access in higher education.
  3. *Provide intake services and unit orientation services to prospective and newly referred students with disabilities their families and other advocates.
  4. *Determine eligibility of these students for disability access services assessment of the nature and extent of their disabilities.
  5. *Receive and review disability documentation and through interaction with students determine their strengths the functional limitations of their disabilities and determine justified need for specific disability access services etc.
  6. *Provide supportive counseling to students with mental healthrelated disabilities including appropriate referrals to campus and community resources.
  7. *Describe and discuss appropriate disability access services procedures and policies.
  8. Directly provide or arrange for student staff volunteers or contracted vendors to provide disability access services to disabled students as needed.
  9. Disability access services include: alternate format production testing accommodation mobility assistance campus transportation notetaking proofreading placement of accessible equipment/furniture etc.
  10. Provide registration planning and priority registration services including referral to appropriate academic advising units.
  11. *Provide technical assistance to faculty/staff regarding respectful inclusion of students w/disabilities throughout the Manoa experience (e.g. ideas for improving course access learning & testing strategies architectural access assistive tech).
  12. Establish and maintain effective professional relationships with appropriate community members and agencies to better coordinate disability access services to students with disabilities.
  13. *Prepare and conduct campus and community training regarding disability access in higher education.
  14. *Collaborate with community and campus mental health resources and provide referrals as appropriate.
  15. Provide intervention with any and all campus offices (e.g. Housing Financial Aid Parking Cashiers etc.
  16. *Create and maintain accurate timely and organized service records in the KOKUA database along with other staff.
  17. *Assist students in petitioning for modifications of University Policies and Procedures to ensure their equal access.
  18. *Assist unit by keeping abreast of emerging trends in disability access services in higher education and suggesting/implementing change to respond to those emerging and different needs.
  19. Other duties as assigned

Minimum Qualifications
  1. Possession of a baccalaureate degree in Counseling Education Psychology Social Work or related field and 3 year(s) of progressively responsible professional experience with responsibilities for providing direct counseling and/or disability access services to students with disabilities in higher education; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the area of Counseling and other disability access services to students with disabilities in higher education as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with disability access services to students with disabilities in higher education.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
  9. Considerable knowledge of mental and physical disabilities their impact on human development and education particularly higher education.
  10. Ability to review and interpret documentation to determine student disability status and appropriate accommodations/academic adjustments.
  11. Considerable knowledge of applicable federal and state nondiscrimination law and their implementation in higher education settings for students with disabilities.
  12. Demonstrated ability to provide appropriate support to students who are experiencing mental health concerns in a higher education setting.
  13. Ability to work respectfully tactfully and effectively with students and applicants who have a wide range of mental and physical disabilities (e.g. single and multiple moderate to severe etc..
  14. Ability to maintain the confidentiality of student records in compliance with applicable state and federal laws.
  15. Ability to teach study and organizational skills to students with learning and related cognitive disabilities.
  16. Ability to understand and follow complex oral and written instructions.
  17. Ability to supervise the work of student employees and volunteers and monitor the services of contracted vendors e.g. interpreters and captioners.
Desirable Qualifications
  1. Masters degree from an accredited university in such areas as Counseling Education Psychology Social Work or related field.
  2. Ability to administer and interpret commonly used diagnostic instruments for assessment of learning disabilities and other cognitive disabilities.
  3. Completion of DSM 5 (Diagnostic and Statistical Manual of Mental Disorders Fifth Edition) training.
  4. Familiarity with assistive technology.
  5. Experience in using Filemaker Pro software.
