DIVISION: Knowledge Management and Engagement NSDSouth Hub

TITLE: International Affairs Analyst

GRADE: G15
SECURITY CLEARANCE:NATO S E C R E T
1. POST CONTEXT
The Joint Force Command Naples is a Joint Headquarters operating at the Operational Level capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.
The NSDS Hub Directors Office is responsible for coordinating monitoring assessing and planning the Hub functions and the activities performed by individual functional Hub Sections.
The Knowledge Management & Engagement Branch is responsible for identifying directing validating prioritising coordinating and fusing NSDSrelated information and Knowledge requirements.
The Knowledge Management Centre is responsible for establishing developing and managing crossfunctional and interagency information sharing tools to ensure access and dissemination of Hubdeliverables.
The Comprehensive Research & Analysis Section is responsible for providing mediumtolongterm operational to strategic level comprehensive and multidisciplinary information and knowledge analysis on existing emerging and future security challenges and potential crises.
The Political Military Economic Social Information Infrastructure (PMESII) Cell is responsible for providing mediumtolongterm comprehensive strategic horizon scanning advising the Knowledge Management and Engagement Branch on intelligence capability requirements to support partner nations comprehensive strategic horizon scanning and situational awareness in the NSDS area including collaboration with the Civil Military Engagement Coordination Section and the NATO Engagement Coordination Section.
Within the PMESII the International Affairs Analysts main responsibility is to analyze integrate and interpret information pertaining to the Political domain across the NSDS Geographical area in support of the HUBs knowledge requirements as determined by the Knowledge management section.
The incumbent reports directly to The International Affairs Analyst.
There is no firstline reporting responsibility.
2. DUTIES
The International Affairs Analyst identifies evaluates and provides recommendations on subjects concerning geopolitical relations in particular matters pertaining to multilateral regional and bilateral agreements in Africa and Middle East.
The International Affairs Analyst formulates strategies and recommendations on African union and Middle East programs aligned with NATO directives and policies.
The International Affairs Analyst assesses and identifies the mechanism to influence African and Middle East organization.
The International Affairs Analyst evaluates African and Middle East initiatives to identify NATOs opportunities for further cooperation.

The International Affairs Analyst liaises with government officials civic bodies research agencies the media and political parties concerned with foreign issues:
The International Affairs Analyst develops and evaluates international cooperation projects in governmental and nongovernmental forums and other activities:
The International Affairs Analyst liaises and collaborates with international institutions and government officials from Africa and Middle East.
The International Affairs Analyst provides analysis on the international system and how Africa and Middle East effects determine its foreign policy behaviour.
The International Affairs Analyst identifies gaps and opportunities within NATO and nonNATO staff on issue related to cooperative security activities.
The International Affairs Analyst provides final products to the Senior Knowledge management section to be fused for final approval.
The International Affairs Analyst monitors tracks and assesses the geopolitical dynamics and developments in the NSDS area of responsibilities to assess and anticipate existing and new security and instability trends and the impact and influence in other domains of the engagement space.
The International Affairs Analyst works closely with Senior Knowledge manager and Knowledge managers on knowledge requirements priorities and knowledge production and deliverables.
The International Affairs Analyst has functional area decision authority.
The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract and depending on requirements may be required to direct and supervise the work priorities of one or more HQ multifunctional teams.
Under routine circumstances the job is performed in a typical office environment where the risk of injury is categorized as no risk. However The International Affairs Analyst may be required to undertake shortterm travel assignments both within and outside of NATO boundaries. Such travels may be up to 30 days and may be on short notice. Acceptance of an employment contract linked to this post constitutes agreement to accomplish this requirement if required.
3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
University Degree in political science public administration international relations criminology police public or business administration administration of justice criminal law comparative general management political theory behavioural or social psychology or related discipline and 2 years function related experience
or
Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years postrelated experience.
Experience in activities and responsibilities involving Political sciences and civics (Including the study of the rights and duties of the citizens).
Experience in activities that derive intelligence on issues that transcend national boundaries such as asymmetric warfare terrorism proliferation of weapons of mass destruction computer network attack organised crime etc.
Ample professional background within regional and international organizations (governmental and nongovernmental) related to Middle East area.
Must have an English Standard Language Proficiency level of professional in Listening Speaking Reading and Writing (SLP 3333 based on NATO standards).
DESIRABLE
Postgraduate university education and/or National General Staff College or NATO Defence College graduate.
Previous International experience (UN NATO EU).
Experience in National and NATO staff operations.

NATO Open Source Intelligence (OSINT) Course
NATO Intelligence Analyst Course
NATO CIVIL MILTIARY COOPERATION (CIMIC) STAFF COURSE (NU)
English Standard Language Proficiency level of expert in Listening and Reading and of Professional in Speaking and Writing (SLP 4343 based on NATO standards).
4. POSITION AND CANDIDATE PROFILE
Personal attributes
The incumbent must be able to integrate into a military organization and work in a team. He/she must have good communication skills which is essential to interaction at required levels. The incumbent frequently works under pressure works long/irregular hours and carries high workload. He/She must be able to work outside normal office hours and environment. The incumbent must be able to travel regularly to other HQs for coordination and ready to deploy temporarily to deployed HQ in support of development of Security requirements. The incumbent must be flexible and able to work in more than one context simultaneously. Good health is required
Professional contacts
The incumbent routinely interrelates not only with work associates but also with others inside and/or outside immediate organisation on functional matters.
He/she should be able to represent his/her Branch and to brief Command Group senior leaderships on his/her area of expertise as well as senior staff officers and equivalent outside NATO. The incumbent interacts directly with IS/IMS ACO and ACT Key Leaders/SMEs and may also be requested to interact with NonNATO entities SMEs.
Contribution to the objectives
The work involves the analysis and research of a complete task with recommendations that may affect the development of plans and priorities of the organizational element.
There are no reporting responsibilities.
5. CONTRACT
The successful candidate will receive a threeyear definite duration contract which may be followed by an indefinite duration contract.
The basic entrylevel monthly salary for a NATO Grade G15 in Italy is Euro 5725.22 which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20 for pension and medical insurance contributions.
