Job Summary:

The Tobacco Tax Systems and Program Support Specialist performs complex systems research troubleshooting reporting enhancement and internal and external customer technical support for the Tobacco Tax Team by maintaining the GenTax electronic taxpayer registration reporting/filing and payment system. This role is responsible for providing internal technical support for both the taxpayerfacing ALTO electronic systems access portal and the internal STEP electronic systems access portal.


This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

System Management and Support

  • Responds to taxpayer filing payment and registration issues related to the departments electronic filing system by researching and determining solutions to the issues presented.
  • Responds to Tobacco Team members operational issues researching the communicated issues and resolving them internally utilizing the test and staging environments or submitting them to the GenTax development team for resolution.
  • Responds to issues with the departments portal from internal and external customers providing support to enable the customers to perform their required tasks or research within the system.
  • Chairs biweekly virtual meetings with the Tobacco Unit Manager and the GenTax System Development Team to review the status of submitted requests for assistance and system enhancements proposed by the department.
  • Serves as the department resource to manage any system version upgrades initiated by GenTax including performing testing of all critical processes in the upgraded system version in the test environment to assure 100 functionality prior to transfer to the staging environment.
  • Contributes subject matter expertise to the development and enforcement of tax compliance procedures and policies as they apply to the GenTax system.


Service Delivery

  • Responds to taxpayer and internal team members requests for assistance with systems/programrelated issues report development and access to system information.
  • Communicates with attorneys auditors and management regarding system issues capabilities and limitations.

Program Support

  • Manages the departments tobacco stamp inventory including maintaining and tracking the physical inventory in the stamp vault requesting replenishment from the departments vendor restocking the tobacco stamp closet pursuant to stamp orders received supervising and participating in the receipt of stamp restocking shipments performing physical stamp inventories preparing and submitting stamp inventory reports to the tobacco unit manager and revenue accounting and internal audit as required.
  • Prepares reports correspondence memoranda and technical documentation and other materials as needed or required.
  • Completes metrics projects huddle boards and reports as requested.
  • Contributes to the production of relevant documents to the Attorney Generals Office for use in enforcing Arizona tobacco laws and obligations under the Tobacco Master Settlement Agreement.
  • Provides support to the Attorney Generals Office personnel with STEP access and information questions.
  • Actively participates in assigned work teams as appropriate; and participates in team discussions on issues affecting the compliance team.


Agency Compliance & Continuous Improvement

  • Remains current on applicable laws regulations policies and best practices related to building access through regular engagement in activities such as: selfdirected research conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
  • Ensures compliance with federal state and local safety codes.
  • Actively contributes to team and individual effectiveness through the following:
    • Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated
    • Completes all required training in a timely manner.
    • Participates in assigned work teams as appropriate.
    • May complete periodic metrics projects huddle boards and reports as requested.
    • Prepares for and actively participates in 1:1 coaching with supervisor
    • Communicates with the Facilities Administrator to ensure the department priorities are be addressed
  • Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement and engages in continuous improvement efforts as assigned.

Knowledge Skills & Abilities (KSAs):

Education & Experience

  • Any combination that meets the knowledge skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as Bachelors Degree (e.g. B.A. training coursework and work experience relevant to the assignment.
  • Minimum of three years experience in business systems analysis and support.

  • Working knowledge of applicable software used.
  • Knowledge of Arizona Tobacco tax laws statutes rules regulations and department policies.
  • Knowledge of electronic tax reporting and registration systems.

  • Proficient in the use maintenance and enhancement of electronic tax reporting systems.


Abilities

  • Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety.
  • Ability to work with a high degree of autonomy and also participate collaboratively as part of a team.
  • Ability to work in a confidential manner ensuring information is shared with internal and external individuals in an appropriate manner.
  • Ability to plan organize and document technical specifications.
  • Ability to understand and solve problems by applying advanced analytical skills to include collecting all the relevant information and data needed to address the problem; organizing classifying and synthesizing the data into fundamental issues; from the information identifying the most probable causes of the problem; reducing the information down into manageable components; identifying the logical outcomes from the analyses of the data collected; and identifying the options and solutions for addressing the problems analyzed.

Additional Job Demands

  • In the course of performing the essential duties one must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects.
