Job Description

Introduction

The Maryland Department of General Services (DGS) supports State and local government agencies as well as local nonprofit organizations and the citizens of Maryland by providing facilities management real estate and surplus property services as well as security and law enforcement for State buildings. Main Purpose of Job

TheMaryland Department of General Services (DGS) is looking to hire a talented andexperienced leader to serve as the Director of Performance Improvement & Innovation. This position willplay a pivotal role in developing implementing and overseeing the agencysperformance metrics across all DGS divisions. The position will overseecomprehensive humancentric performance and the buildout implementation andadoption of a continuous improvement program that stretches across the entireagency to enhance efficiency and effectiveness across all divisions. Thisposition will play a pivotal role in fostering a culture of continuousimprovement ensuring timely and comprehensive responses to challenges andoptimizing operational processes that are designed with a deep understanding ofthe human and behavioral elements of a highfunctioning organization. Thesuccessful candidate will manage a team of analysts dedicated to providingtrend analyses data visualization and other essential process improvementfunctions. Additionally this role will contribute to the creation of theagencys Strategic Plan by providing critical insights into the effectivemeasurement of short medium and longterm goals.

POSITION DUTIES

Strategic Leadership:
Develop and implement acomprehensive performance management process improvement and innovation strategyfor the agency.
Cocreate and maintainperformance metrics to evaluate the effectiveness of various DGS divisionswithin the agency.
Drive a culture of continuousimprovement and accountability throughout the organization.
Lead mentor and develop ateam of data analysts; foster a collaborative and results oriented workenvironment and ensure continuous professional development opportunities.

Data Analysis and Visualization:
Participate in and/or overseethe collection analysis and reporting of performance data.
Guide data analysts inperforming trend analyses and creating visualizations to supportdecisionmaking.Ensure the accuracy andintegrity of performance data.
Develop and oversee maintenance of an agencywide integrated data management platform.

Process Improvement:
Work with unit heads toidentify opportunities for process improvements and operational efficiencieswithin the department.
Implement best practices andinnovative solutions to enhance agency performance and collaborate with managersto develop and execute improvement initiatives.

Strategic Planning:
Participate in the developmentof the agencys strategic plan.
Provide critical insights intothe measurement of short medium and longterm goals.
Work with senior leadership toalign performance metrics with strategic objectives.
Assist in defining keyperformance indicators to track progress towards strategic goals.

Reporting and Communication:
Prepare and present performancereports to senior leadership and stakeholders.
Communicate performanceinsights and recommendations clearly and effectively.
Serve as the primary point ofcontact for performance management inquiries.
Serve as DGSs liaison to theGovernors Office of Performance Improvement (GOPI).
Serve as DGSs representativeon the Governors Performance Improvement Council.

Team Management:
Lead mentor and develop a team of data analysts fostering a collaborative and resultsoriented work environment.
Ensure continuous professional development opportunities for team members.

DESIRED OR PREFERRED QUALIFICATIONS

Education:
Bachelors degree in Public Administration Business Administration Organizational Development Data Analytics or a related field. Masters degree preferred.

Experience:
Minimum 7 years of progressive experience in process improvement organizational development or organizational change innovation or a related field with at least 3 years in a leadership role.
Experience leading largescale change initiatives and continuous improvement programs.
Proven track record of managing crossfunctional teams and projects and experience developing and implementing performance measurement systems.
Experience with humancentered design principles and their application in organizational development.
Strong background in data analysis and performance metrics to drive decisionmaking and improvement initiatives.
Proficiency in project management methodologies (e.g. Agile Lean Six Sigma) to drive process improvements and innovations.
Ability to work in a fastpaced environment; strong analytical skills and strong written and verbal communication skills.
Excellent interpersonal and collaboration skills with a history of working effectively with multiple stakeholders across various departments or sectors.
