Job Description

Description of Work

The primary purpose of this position is to perform a variety of federal budget activities to comply with the Social Security Administration policies and procedures for establishing DDS federal funding. The DDS federal funding process is governed by Annual and Quarterly Spending Plans. Spending Plans are detailed estimates of the agencys administrative costs for the coming federal fiscal year or quarter. In additions to the Spending Plans the DDS is required to prepare a Federal Monthly Obligations Report. Monthly Obligation Reports record actual obligations for the current month and project obligations for the following two months.

This position consults with the Business Officer Advanced and the DDS administrator in completing a work power analysis for the personnel costs and estimating medical and nonpersonnel costs on a lineitem basis for completion of these reports. This position also gathers and assembles updated staffing information for the weekly State Agency Operations Report. This position must have an indepth knowledge of the different methodologies and timing employed for federal and state budget procedures. This position must also have knowledge of the cost allocation methodology employed by the North Carolina Department of Health and Human Services and be able to analyze the effect funds budgeted and received for services to other state agencies have on federal budget projections for the Federal Spending Plans and Monthly Obligation Reports.

The NC Disability Determination Services Division (NCDDS) is the state agency under NC Department of Health and Human Services responsible for making medical determinations on disability claims for the Social Security Administration and state Medicaid office. The NCDDS adjudicates approximately 138000 initial disability applications reconsiderations reviews for continuing eligibility and continuing disability review appeals under the Social Security and Supplemental Security Income program and disability applications for Medicaid. Disability applications and medical records are forwarded to DDS from 40 NC Social Security offices and 100 County Departments of Social Services. DDS Staff determines if additional medical and/or vocational evidence is needed and will schedule claimants for consultative exams to obtain necessary medical test results that will allow DDS staff to reach a proper decision on the claim. The division has 731 FTE positions with core operations consisting of 26 case processing units. DDS operates entirely on the SSA national network independent of state computer systems. DDS Staff are credentialed in accordance with Federal HSPD12 standards and the 168000 . facility is required to meet federal security guidelines. The NC DDS is the 7th largest of 52 DDS funded by SSA and operates on an average annual budget of $75 million.

The Disability Determination Services Budget and Planning Unit is responsible for performing a variety of federalandstatebudgetactivitiestocomplywithpoliciesandproceduresgoverningtheSocialSecurity Administrations budget process and federal fiscal reporting requirements and the states budget process and state fiscal reporting requirements. This unit will interact daily with the DDS Administrator and two Deputy Directors Operations and Administration regarding the achievement of workload goals and objectives which are directly tied to the federal budgetary process. This Budget and Planning Unit is directly responsible for establishing the federal and state budgets for the DDS; the preparation processing maintenance and administration activities associated with all agency contracts and invoices; purchasing or leasing of all agency supplies furniture and equipment; and processing DDS staff travel. This unit is also responsible for calculating weekly monthly and annual hours work to be submitted to the Social Security Administration. This unit is also responsible for the maintenance and upkeep of the DDS Vendor File.

A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data records and systems. Following the interview process the recommended candidate will be contacted and asked to submit to an initial prescreen Federal background investigation through the SSA Office of Human Resources (DCHR). If the prescreen is favorable a conditional job offer can be extended. After a new hires start date continued employment is still contingent upon full suitability clearance through the DCHR which entails submitting to a detailed security questionnaire and a potential interview from a DCHR investigator that may include the need for a medical release from the individual during the investigative process. At any point during employment a final determination by the SSA that the employee does not have a favorable suitability determination will lead to termination of employment.
