About The Role:Portfolio Analysts in the Portfolio Planning and Analysis PPA) unit have a unique role supporting WTD by advising decisionmakers coordinating prioritization processes and analyzing data to find meaning. Portfolio Analysts are frequently involved in facilitation performance measurement system and process improvements and support broader planning activities. Portfolio Analysts need to have both technical analytical skills and the ability to build and maintain strong relationships manage conflicting perspectives and engage collaboratively with a wide variety of technical disciplines. This role will be assigned to the PPA unit a small team of professionals who are responsible for the centralized management of WTDs capital portfolio and maintaining portfolio management standards processes and policies for WTD.
This recruitment aims to fill 2 Portfolio Analyst PPM III positions.This position performs work remotely and onsite.
About The Team:The Portfolio Planning and Analysis (PPA) Unit supports the Wastewater Treatment Divisions (WTD) mission of protecting public health and the environment by managing WTDs capital project portfolio through strategic alignment prioritization and resource balancing. Our work ensures that capital project decisions are transparent datadriven and aligned with organizational goals optimizing capital project delivery to enhance water quality and public health throughout the Puget Sound region.

What You Will Be Doing:
- Lead the project prioritization process including managing prioritization data facilitating and coordinating subject matter experts in evaluating project proposals and presenting prioritization data in various formats to provide actionable insights to decisionmakers.
- Oversee portfolio processes related to risk value and resource management ensuring alignment with organizational goals and industry best practices.
- Perform advanced portfolio performance analysis managing portfolio goals key performance indicators (KPIs) and leading the tracking monitoring and reporting to assess overall portfolio health and performance.
- Prepare and present strategic recommendations and reports based on comprehensive analysis offering actionable insights to Division leadership and other key stakeholders.
- Lead projects and initiatives aimed at building organizational capabilities improving processes and driving innovation across the unit. Lead process improvement efforts and special projects with a focus on achieving longterm portfolio management goals.
- Develop key deliverables that support the capital budget proposal process including detailed narratives on project scope justification initial project cost and schedule forecasts narratives describing the prioritization process and alignment with strategic priorities progress on capital portfolio objectives and goals and any other necessary supporting documentation.
- Develop and manage capital project program and portfolio forecast projections and investment scenarios providing critical insights to inform resource allocation and longterm planning.
Experience Qualifications Knowledge Skills
Qualifications You Bring:
- Five years minimum of successful work experience in a related field such as project/program management management consulting operations management risk management strategy data analytics/data science government/public sector planning change management and business analysis.
- Bachelors or masters degree in a related field (e.g. engineering public administration business economics finance) OR a combination of education and experience that clearly demonstrates the ability to perform the duties of the position.
- Proven experience managing complex projects and designing and managing processes that span across an organization and involve multiple interested parties.
- Demonstrated experience in analyzing and interpreting complex data using insights to inform decisionmaking improve processes and drive strategic outcomes.
- Strong communication and presentation skills with the ability to clearly convey complex issues to diverse audiences and influence decisionmakers at all levels of the organization.
- Experience with capital budgeting capital improvement plans and understanding financial models for project and portfolio planning.
- Proven track record of innovation including the ability to think creatively embrace datadriven solutions and solve complex problems to drive continuous improvement.
- Demonstrated ability to work in a dynamic and multifaceted environment adapting to shifting priorities and managing multiple highstakes projects simultaneously.
- Strong leadership skills can include mentoring junior team members facilitating group discussions and/or leading crossfunctional teams.

RequiredLicenses:Washington State Drivers License or the ability to provide transportation to remote work locations with limited or no public transportation services.
It Would Be Great If You Also Bring:- Experience with project program and/or portfolio management processes; particularly in the areas of risk value and/or resource management.
- Experience performing analysis to support construction project or program planning budgeting or performance evaluation.
- Familiarity with portfolio or project management software (e.g. PRISM MS Project or other similar tools).
- Basic familiarity with data visualization software (e.g. Power BI Looker Tableau Google Data Studio) and the ability to create basic visualizations such as dashboards or reports using these tools.
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details:Employees in this role work remotely from a home location with occasional onsite reporting requirements typically 1 4 times per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center 201 S. Jackson St Seattle WA 98104 and treatment plant facilities. This work arrangement promotes worklifebalance and reduces carbon footprint under the departments vision of Green Where We Work.
- Requirement:Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule:This fulltime position works a 40hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation:This position is represented by The Technical Employees Association (TEA).
