Overview:
Serves as Legislative Liaison for the Office implementing legislative initiatives with legislators legislative staff outside organizations and working with Secretary of State staff in carrying out the legislative goals of the Office; handles constituent issues raised by legislators and staff.
Duties and Responsibilities:
Communicates with lawmakers and/or legislative staff to assist with constituent issues; performs liaison work with legislators staff lobbyists other governmental entities.; may appear before legislative committees groups or sessions in regard to proposed legislative actions; drafts legislation; assists in of legislative initiatives and strategies.
Assists in the drafting of legislation relative to programs and services administered by the Office of the Secretary of State or in the of legislative initiatives strategies and programs through researching issues reviewing legislative proposals and tracking legislation.
Collaborates with other SOS department staff on legislation proposed by SOS and/or submitted by other entities for review and response; collaborates with other SOS department staff on coordinating responses to inquiries regarding constituents and communicates responses to legislators and legislative staff.
Research legislation and legislative issues review bills and amendments filed affecting SOS track bills as they move through the legislative process monitor committee postings and hearings and coordinate SOS testimony where necessary.
Performs other duties as required or assigned.
Education and Experience:
Requires knowledge skill and mental development equivalent to completion of four 4 years of college and two 2 years of legislative experience handling drafting researching and tracking legislation.
Knowledge Skills and Abilities:
Requires experience with Microsoft Office and ability to communicate effectively on phone in person and in writing.
Requires thorough knowledge of the principles and practices of public and business administration.
Requires extensive knowledge of functions and organization of State government.
Requires working knowledge of the principles of business accounting program budgeting personnel management and statistics.
Requires elementary knowledge of data processing business applications.
Requires ability to develop and manage a statewide program.
Requires ability to analyze administrative problems and adopt an effective course of action.
Requires ability to develop install and evaluate new and revised methods procedures and performance standards.
Requires ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures.
Requires ability to estimate and budget for future needs and cost for personnel space equipment supplies and services.
Requires ability to develop and maintain cooperative managerial working relationships.
Requires willingness to travel and possession of a valid Illinois drivers license as required by individual positions within the class.
Preference will be given to Illinois residents in the hiring and selection process in accordance with the Illinois Secretary of State Merit Employment Code.
