Duration:
A period of maximum 3 months starting the 1st of May and contract to end on the 29th of July 2025.
Background:
Egypt is currently facing a complex economic landscape due to a series of negative socioeconomic crises including the COVID19 pandemic the Ukraine conflict multiple currency devaluations and rising inflation rates. During the Fiscal Year (FY) 2022/2023 the GDP growth rate slowed to 3.8 percent from 6.7 percent in FY 2021/2022. The Government of Egypt recorded a twin deficit reflected in both budget and trade deficits. As of June 2023 the national debt stood at USD 165 billion exacerbated by global and regional crises affecting key sources of foreign reserves. The government recorded a budget deficit of 8 percent of GDP in FY 2022/2023. Expenditures were primarily directed towards interest payments 35 percent) subsidies grants and social benefits 19 percent) and wages and compensation 18 percent).
These events have disproportionately impacted vulnerable groups exacerbated poverty and reduced access to essential goods and services. The sharp increase in food prices has strained household budgets leading many to adopt negative coping strategies such as reducing meal/food quantities lowering dietary diversity and prioritizing cheaper less nutritious foods. These strategies will inevitably have negative repercussions on food security and nutritional status particularly among the most vulnerable populations such as pregnant and breastfeeding women and infants and young children elderly persons living already in poverty compromising their overall health and wellbeing. This will further perpetuate into a vicious cycle of intergenerational poverty food and nutrition insecurity and consequential adverse impacts on the countrys human development potential.
In response to these socioeconomic challenges the Egyptian government aims to narrow the fiscal deficit and prioritize interventions that target the most vulnerable including expansion of social assistance extending a comprehensive integrated package of basic services to the most vulnerable through Hayah Karima and other initiatives enhancing targeting of the most vulnerable through different reforms including the subsidy system. This involves assessing possibility to transition to cash and cashequivalent subsidies with refined targeting to support the most vulnerable households and areas. Egypts government provides various subsidies to support vulnerable households including food subsidies for staples like bread rice and sugar energy subsidies for electricity natural gas and fuels and transportation subsidies for affordable public transportation fares.
In 2024 significant subsidy cuts were implemented affecting fuel prices electricity bills railway ticket prices and the price of subsidized bread. While significant subsidy cuts on goods and services were implemented the cashbased transfer values through social assistance programmes such as Takaful and Karama were also revised by the government leading to an increase in the transfer values and expansion of social assistance coverage.
The objective of this assignment is to conduct a thorough analysis for the net effect of the different socioeconomic crises on households purchasing power food security and nutrition status with a specific focus on vulnerable groups (including extremely poor poor and near poor) to enable informing targeting impact of crises and safety net measures as well as cost of investment and estimated return on investment. The analysis will provide evidencebased decision making for proactive and timely policy and programmatic interventions to mitigate the socioeconomic impacts on the food security and nutrition levels of households especially the most vulnerable. The evidence generation will also focus on identifying the most vulnerable groups and their specific food security and nutrition needs to recommend most appropriate interventions for GoE consideration and informed decision making to strengthen national food security and nutrition. This will also align with the government priorities under the food systems approach that has been undertaken through Egypts commitment to the Food Systems summit resolutions in 2021.
The consultant will estimate the prevalence of food insecurity and malnutrition and develop simulation models to assess the impact of various economic challenges (including inflation currency devaluation and subsidy cuts) as well as the impact of various government safety net programs on food security dietary patterns and nutrition status. This assessment includes evaluating recent government measures such as subsidy cuts and currency devaluation as well as considering potential future changes in subsidy schemes or modalities and exchange rate as well as preemptive actions that the government can take towards cushioning the most vulnerable groups for irreversible consequences of poverty food insecurity and malnutrition.
The consultant will support the capacity strengthening of national institutions in analysing and monitoring food security and nutritionrelated indicators to enhance evidence generation capacity of national institutions to inform national food security and nutrition interventions.
The Consultant will leverage the latest available Household Income and Expenditure Surveys (HIECS) provide technical guidance develop simulation models and deliver strategic and programmatic insights based on evidence. The Consultant will work closely with the VAM Officer in the Egypt CO and senior Consultants in HQ.
Key Responsibilities of the Consultant
1. Data Analysis and Simulation
Analyse Data: The Consultant will utilize the latest available HIECS surveys and will navigate HQ experts through HIECS data. The Consultant will include earlier version of HIECS as well for comparability. Additional relevant surveys and secondary data can be utilized. The Consultant will be in charge of data cleaning management and analysis.
Conduct Simulation Models: Develop and run simulation models to assess the impact of recent and potential economic measures such as currency devaluation and subsidy cuts and potential future changes including inkind versus cash for subsidies and investment in nutrition sensitive cash assistance programmes to avert the socioeconomic impacts on human capital.
Evaluate Impact: Analyse how economic changes affect purchasing power food security and nutrition status of households based on latest WFP approach and guidelines.
2. Technical Guidance and Capacity Strengthening
Contribute to the capacity strengthening of national institutions in the analysis and monitoring of food security and nutrition related indicators to mainstream food security and nutrition component in alignment with government priority interventions under the food system agenda.
Provide Technical Guidance: Offer expert advice on the surveys context simulation modelling techniques and methodologies.
Formulate Strategic and Operational Advice: Deliver strategic and operational recommendations based on analytical findings.
3. Report Preparation including:
Methodology: Outline the methodologies used in the analysis including the simulation models and data sources.
Analysis: Present detailed findings from the simulations and their implications for food security and nutrition.
Findings: Provide a comprehensive summary of results including any potential scenarios and their impacts.
Recommendations: Offer actionable recommendations for policymakers or relevant stakeholders based on the analysis.
Deliverables
Two deliverables are expected including as applicable raw and processed datasets syntax files output tables and summary report or presentation and/or policy papers covering methodology analysis key findings and recommendations to communicate the implications of the analysis and recommend actions.
The deliverables are:
Analysis of Food Security and Nutrition of vulnerable Egyptians and Impact of economic crisis and government measures: Presenting Food Security and Nutrition analysis of vulnerable Egyptians and Impact of inflation currency devaluation social assistance and subsidy cuts on household purchasing power food security nutrition status consumption patterns and dietary diversity. The analysis will focus on the combined impact of the different economic and government measures as well as the sole impact of each measure. The analysis will follow the latest WFP corporate guidance on food security and nutrition analysis will include the consumption of macro and micronutrients (such as iron folic acid vitamin A) and dietary diversity across different age groups and among women of reproductive age and pregnant lactating women. The food security and nutrition analysis will be broken down by household characteristics (such as household size the presence of children households who have pregnant and lactating women or children under two) regional and subregional differences enrollment in social assistance programmes (such as Takaful and Karama and 1000 days programme) and poverty levelst o inform the vulnerability and impact of investment. Additionally it will explore the contribution of nutritionspecific interventions such as the national flour fortification program in enhancing dietary diversity and nutrient intake.
Capacity Strengthening for National Institutions to mainstream food security and nutrition component in alignment with government priority interventions under the food system agenda.
O Delivery of training and preparation of training materials to strengthen national institutions on food security and nutrition analysis.
O Support as needed the development of targeting schemes and data collection tools with a food security angle tailored for specific government food programmes.
Project timeline and payment plan
Analysis of Food Security and Nutrition of vulnerable Egyptians and Impact of economic crisis and government measures
Output 1: Estimate the current and historical prevalence and trends of food security nutrition status and dietary diversity both overall and broken down by various required disaggregation.
Output 2: Review and update shock impact simulation models by incorporating different government measures and their magnitudes and assess their impact on different poverty levels (extremely poor poor near poor and non poor) food security (severly food insecure moderately food insecure marginally food secure and food secure) nutrition dietary diversity and access to services (nutrition and health). This includes analyzing how the impact varies across different household characteristics such as age education sex and marital status of the household head; presence of children in different age groups; presence of pregnant or breastfeeding women; enrollment in one or more social assistance programs; geographical location.
Output 3: Identify potential government measures and subsidy schemes that could mitigate the effects of economic crises and recent government actions on household purchasing power food security and nutrition status. Particular focus will be given to vulnerable households such as those that are extremely poor and poor receiving Takaful and Karama support or enrolled in the 1000 Days program as well as the near poor and analyze both return on investment and cost of inaction Recommendations are to focus on potential measures directly and indirectly affecting food security and nutrition status of households.
Output 4: Raw and processed datasets syntax file an excel file including all results summary report with methodology note and key findings and a fullfledged PowerPoint presentation with detailed findings.
Capacity Strengthening for National Institutions to mainstream food security and nutrition analysis at national level in line with Government priorities and interventions .
Output 1: Strategic Engagement: Collaborate with WFP in its strategic engagement with key government stakeholders involved in food security and nutrition to identify potential gaps and opportunities to strengthen food security and nutrition analysis at national level.
Output 2: Preparation of training plans and materials and delivery of training sessions to strengthen national institutions on food security and nutrition analysis in alignment with government priority interventions under the food systems agenda.
Output 3: Support as needed the development of targeting schemes and data collection tools with a food security angle tailored for specific government food programmes.
