Description


Independently performs the processing of a wide range of substantive clerical transactions together with assignments of a technical nature in one or more functional areas of the human resource program; may supervise lower level clerical personnel; and performs other related duties as required.

Distinguishing Characteristics:

This class differs from the Human Resource Technician II in that the Human Resource Technician I independently performs a wide variety of substantive clerical transactions together with assignments of a technical nature in one or more functional areas of the human resource program; whereas the Human Resource Technician II is primarily responsible to independently certify human resource and pay transactions for and on behalf of the Director of Personnel Services and assists in the maintenance and modification of the integrated Human Resource/Payroll Information System.

Examples of Duties

(The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Logs and processes requests for recruitment and certification lists;
  • Composes examination announcements for newspaper releases and bulletin boards;
  • Receives applications and logs information into relevant computer files does initial screening and sends applicants notice of required follow up action;
  • Determines applicant eligibility for basic and/or entry level examinations referring questionable applications to staff specialist;
  • Types edits and proofs written examinations developed by staff specialist;
  • Coordinates logistics of examination notifies applicants of status of application and administers written and performance tests (as applicable);
  • Assists in the credit and computation of applicants training and experience evaluations;
  • Scores answer sheets converts test scores and prepares test score distribution notifies applicants of test results and prepares and updates certification lists;
  • Reviews Request for Position Action forms for propriety and logs and processes all classification requests;
  • Screens classification requests and assists in evaluation of individuals minimum qualifications;
  • Assists in determining the proper occupational grouping on new classes within the compensation plan;
  • Prepares and circulates tentative and final notices for all classification actions to the departments and individuals concerned and notifies unions of change in position status and/or position exclusion from collective bargaining;
  • Maintains updated position description and class specification files;
  • Follows up on administrative reviews and appeals;
  • Assists with the planning and coordination of the annual Employee Recognition Program;
  • Assists with planning of all training programs and classes and coordinating the logistics;
  • Responsible for updating and maintaining computerized training module including employee training history generation of training reports and forms;
  • Advises departmental officials employees and the public regarding civil service/personnel laws rules and regulations policies practices and procedures;
  • May supervise lower level clerical personnel;
  • Participates in staff conferences and meetings;
  • Performs other related duties as required.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and three 3 years of clerical experience one 1 of which shall have been in personnel work in a government agency.

License Requirement: None

Knowledge of: Basic principles and practice of human resource administration; civil service laws rules and regulations ordinances the various collective bargaining agreements policies and procedures; basic merit system philosophy; data gathering and computational techniques; use of office machines; use of a variety of personal computer software applications.

Ability to: Understand interpret and explain civil service laws various collective bargaining agreements rules and regulations policies and procedures; select appropriate guidelines and use sound judgement in making decisions; make arithmetic computations; operate a personal computer and maneuver in different software applications; give and follow oral and written instructions; deal tactfully and effectively with the public and employees; supervise the work of others.

TEMPORARY POSITIONS:
Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Once you become a member of the civil service you become eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions.

The above examination is being given on an opencompetitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
