JOB SUMMARY:

The Personnel Services Supervisor is a civilian position responsible for overseeing the agencys personnel services functions to ensure operational efficiency and compliance with applicable laws policies and procedures. This role supervises and manages key areas including benefits administration compensation personnel records management compliance and performance management. The supervisor provides guidance to agency members ensures adherence to regulatory and accreditation requirements and fosters positive employee engagement while maintaining confidentiality and professionalism. Additionally this position maintains open communication with the Employment Services Supervisor and provides support to Employment Services as needed.

Pay Grade: M35
Salary: $72690.35 $81776.69

Duties

  • Supervise personnel management (e.g. compensation benefits and wellness programs performance management including leave management reasonable accommodations recognition/morale training and development and dispute resolution)
  • Oversee the entry sworn/certified members into the Automated Training Management System (ATMS) for Florida Department of Law Enforcement (FDLE) purposes
  • Provide guidance and support to subordinates command staff and agency members regarding sensitive employee relations matters including reasonable accommodations conflict resolution performance improvement plans and disciplinary actions.
  • Apply appropriate techniques consistent with agency policy to successfully identify and resolve personnel conflicts
  • Oversee the accuracy and ensure uptodate personnel records are kept including promotions resignations terminations and changes in status ensuring compliance with agency policies and regulatory requirements
  • Monitor and ensure compliance with ADA requirements initiate changes and revisions as needed and coordinate with outside agencies for medical services such as fitness for duty evaluations and specialty team physicals
  • Review and approve unitlevel budget requests related to personnel services and evaluate the necessity of equipment or supply requests based on budgetary limitations
  • Supervise and coordinate the activities of subordinate members including determining work procedures and schedules; issue instructions and assign duties; review work; recommend personnel actions; conduct performance reviews; conduct departmental training and orientation
  • Collaborate with the training section to evaluateand approve subordinates training requests for career development and obtain and/or maintain professional certifications ensuring alignment with organizational goals and budgetary considerations
  • Maintain compliance with the Equal Employment Opportunity (EEO) policy and provide applicable training
  • Maintain confidentiality in all HR related matters
  • Maintain open communications with the Employment Services Supervisor
  • Evaluate requests for job reclassification assess applicable job task analysis and criticality reports and provide recommendations to management.
  • Provide guidance in the administration of the employee recognition/morale program ensuring effective implementation and communication across the agency
  • Provide oversight in the administration of the wellness program
  • Oversee and ensure the accuracy and completeness of records and documents related to public records requests in compliance with Florida State Statute 119 and agency policies
  • Ensure proper maintenance and security of personnel files including medical records in compliance with HIPAA and agency requirements.
  • Participate in meetings training seminars and conferences to stay current with publications trends laws and legal standings and best practices in human resources; become familiar with new techniques/technology as it relates to the field of expertise and job responsibilities
  • Compile/disseminate computerized data and statistical information as required/requested related to personnel management services and regulatory compliance and prepares yearly statistical reporting
  • Clearly accept/delegate authority; ensure subordinates fully understand associated duties and responsibilities
  • Review completed work assignments for accuracy and achievement of all objectives providing the originator with appropriate feedback to encourage task completion according to desired specifications
  • Analyzes existing programs procedures and systems and evaluates alternative methods for providing efficient services
  • Implements changes and new programs as directed within the period specified in accordance with agency policies
  • Make wellinformed effective and timely decisions even when information is limited or solutions produce unpleasant consequences; perceives the impact and implications of decisions
  • Develop recommend and implement Human Resource policies and procedures acting as Subject Matter Expert in the policy review process
  • Respond appropriately to grievances/complaints in accordance with agency policies/procedures/applicable laws in a timely manner
  • Respond to supervision guidance direction and feedback in a receptive manner and in accordance with agency policies
  • Follow all leave and attendance related policies/procedures including but not limited to arriving on time working the entire shift submission of vacation and notification to supervisor regarding absence from work due to illness or untimely incidents and notification of supervisor concerning overtime hours worked
  • Check their assigned mailbox telephone/electronic messages (email) Tyler Munis Notifications and DMS system responding to messages or taking actions in a prompt and professional manner
  • Ensure timely and efficient processing of employmentrelated documents in accordance with agency policies and regulatory guidelines
  • Demonstrate an understanding consideration and respect of cultural religious and gender differences when interacting with the public and agency members
  • Provide accurate information/directions/assistance to the public members and/or other agency personnel in a professional and courteous manner consistent with agency policies
  • Promote positive working relationships within the unit and other agency divisions by fostering a culture of teamwork professionalism and respect
  • Handle routine tasks and provide assistance to members external agencies and the public in a professional and courteous manner
  • Participate in emergency operational control when required and provide supervision to ensure continuous functioning of employment services
  • Perform other duties as assigned in support of the agencys mission and goals


Qualifications and Requirements


LICENCES EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Associate degree and three 3 years of work experience in Human Resources
  • Six years of experience in Human Resources in lieu of degree
  • Proficiency in Microsoft Word Outlook Excel and PowerPoint
  • Knowledge and experience of applicable Human Resources Management Programs/Software
  • Proficiency with Tyler Munis HRIS system (preferred)
  • Proficiency with NEOGOV applicant tracking software (preferred)
  • Accurately type 25 WPM
  • Professional certification (PHR PSHRA SPHR SHRMCP SHRMSCP) required
  • Experience working in a law enforcement or public agency environment is preferred
  • Leadership experience preferred
  • Speak and understand the English language
  • Internal candidates must have successfully completed their probationary period
  • Internal candidates with punitive disciplinary action within 365 days are ineligible
  • Internal candidates must have completed applicable CCSO FTEP requirements
  • The following items (or authorized equivalents) may be required at various steps in the application process:

    5. GED or High School Diploma and Sealed Transcripts from the highest level of education

Supplemental Information

Salary is negotiable for fulltime positions prior to initial hire if requested based on verified experience up to step five 5 of the assigned pay grade. Current employee salary changes are determined based on internal methodology. Please contact Human Resources with any questions.
