Job Description
SUMMARY:
Reporting to the Vice President for Student Development and Campus Life the Associate Vice President and Chief of Police serves as the chief law enforcement officer for the University. The Associate Vice President and Chief of Police directs plans and coordinates the activities programs operations and staff of University Police. This position directs and oversees sworn officers and other staff responsible for the enforcement of laws and University regulations the security and safety of students faculty and visitors; emergency preparedness and emergency medical services and the protection of university property. The Chief recommends policies ensures compliance with laws and regulations and works in conjunction with municipal county state and federal law enforcement personnel.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Direct plan and manage all functions and operations of University Police in the enforcement of laws and University policies the prevention of crime and protection of life and property.
Coordinate and administer security safety and protection programs through chainof command.
Direct the activities of subordinate supervisors and officers involved in law enforcement traffic control preventative patrol emergency preparedness emergency medical services and other University police and campus safety activities.
Develop plan implement and evaluate programs policies procedures and general orders to ensure that the protocols for all University Police activities and daytoday operations meet law enforcement standards.
Oversee the recruitment and candidate process for law enforcement personnel including background investigations interviews candidate selection drug screening initial police licensing and medical and psychological evaluations.
Certify that law enforcement candidates are eligible to attend a police academy in accordance with Police Training Commission requirements.
Direct the administration of established procedures for the of University Police powers.
Oversee the activities of sworn officers involved in the apprehension and taking into custody of law violators; perform said duties when necessary.
Analyze police and safety operations determine internal organization of the department and formulate departmental rules/regulations in accordance with local state and federal regulation/laws and university policies and procedures.
Develop emergency response programs and assist other agencies with the allocation of law enforcement personnel and equipment to meet emergency situations.
Oversee subordinate supervisors and officers engaged in the regulation and control of vehicular and pedestrian traffic and the interpretation and enforcement of traffic and parking regulations. Develop the standards and protocols for and manages the investigation of complaints of misconduct against law enforcement personnel and other matters including the use of force pursuits discharge of firearms and those complaints of a confidential and/or complicated nature
Act as liaison with municipal county state and federal law enforcement agencies and oversee University Police in the collaborative work with outside law enforcement agencies.
Direct University Police responses to crime disaster medical or disturbance incidents.
Direct the planning and implementation of a schedule of inspection and maintenance for police and safety equipment and patrol vehicles.
Plan implement and direct programs for the maintenance of order at public gathering places and University Police coverage at special events or details; participates in coverage when required
Plan and direct training programs to provide current information and techniques to subordinates. Assist in the development of educational programs for faculty staff and students.
Work with designated University division/s in the distribution of information pertaining to crime statistics and security measures.
Direct the collection of and interpret information for university police law enforcement reports for Division of Criminal Justice New Jersey State Police FBI and other law enforcement agencies.
Serve as the University appointed representative for law enforcement meetings conferences.
Present budget estimates control expenditures of departmental appropriations and establish operational standards for the department; may develop departmental budget.
Supervise the Director of Emergency Preparedness and Managing Director of Emergency Medical Services to ensure operational financial and regulatory mandates are met and Student EMT program is at an optimal level.
Supervise the Victim Services and Compliance Manager in matters of victim services programs Clery Act compliance and officer wellness plans
Keep current with federal state and local laws and regulations as applied to university law enforcement.
Provide testimony under oath in a court of law.
Direct the conduct of searches of persons premises automobiles or property where probable cause has been established.
Advise subordinate supervisors on the handling of criminal activity unresolved incidents and other police matters; acts as mentor to subordinate supervisors and staff.
Plan review and implement protocols for field contacts and intelligence sources.
Direct the investigation of complaints involving misconduct suspicious behavior illegal activities and other areas of police operations.
Manage the work operations and functional programs and conduct employee evaluations and recommend the hiring firing promoting demoting and/or disciplining of employees. Oversee the scheduling and assignment of staff.
Direct the preparation of clear sound accurate and informative reports containing findings conclusions and recommendations.
Perform other duties as assigned.

QUALIFICATIONS:
REQUIRED:
Bachelors degree from an accredited college or university.
A minimum of fifteen 15 years of experience as a law enforcement officer in an organized police agency five 5 years or more of which shall have been in supervisory command level capacity such as Deputy Chief Captain or level commensurate with direct reporting to the executive of the agency or in a University administration.
Active New Jersey Police Training Commission (PTC) certification or be eligible to attain certification in accordance with state requirements.
Successful completion of apolicetraining course administered by thePoliceTraining Commission and firearms proficiency. Candidates must either possess a current commission as a New Jersey Law Enforcement Officer or have held such a commission within the last three years.
Licensed by the NJ Police Training Commission.
PREFERRED:
Masters degree preferred in public management public policy social sciences criminal justice higher education or related field.
Prior service in a campus law enforcement agency preferred.
Command level training such as FBI National Academy FBI Law Enforcement Executive Development Series Southern Policing Command Institute NJ State Association of Chiefs of Police Command and Leadership.
SPECIAL REQUIREMENTS:

United States Citizenship.
Licenses:
Valid New Jersey State drivers license.
Current police license by NJ Police Training Commission.
