Job Description

Description

Performs clerical workin connection with the registration of voters and preparation for elections and performs other related duties as required.

Distinguishing Characteristics:

This class differs from that of Election Clerk I in that it performs the more substantive aspects of election activities requiring the interpretation and application of election laws and regulations; whereas the Election Clerk I performs specialized clerical duties incident to elections as a primary duty assignment.

Examples of Duties

The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Updates maintains and prepares the general county register.
  • Registers new voters and reregisters voters.
  • Reviews and checks applications for registration reregistration and absentee applications for conformance with statutory requirements.
  • Assists and provides information to the public by telephone and overthecounter relating to voter registration and election inquiries.
  • Notifies all voters of their district precinct and polling place by mail.
  • Tags records of voters with questionable addresses.
  • Cancels registrations for ineligible or deceased voters.
  • Updates voter registration address directory.
  • Assists in absentee and precinct training programs including voter education and school elections programs.
  • Participates in the absentee voting process.
  • Explains election laws if necessary.
  • Recruits precinct officials and assists in training process.
  • Assists candidates running for office with nomination papers and campaign spending forms.
  • Assists in the verification of petitions for sufficiency.
  • Assists with the supervision of temporary election clerks.
  • Operates office machines as required.
  • May operate a motor vehicle in the performance of duties.
  • Performs other related duties as required.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and two 2 years of clerical experience one of which shall have been in election programs such as voter registration candidate filing reapportionment absentee voting etc.

License Requirement: Possession of a valid State of Hawaii drivers license (Class 3.

Knowledge of: principles and practices of supervision; office practices and procedures; election procedures; filing systems; use of standard office machines; election regulations and ordinances.

Ability to: plan assign and direct the work of others; compare names and numbers accurately; understand and interpret laws ordinances and regulations; give and follow oral and written instructions; deal tactfully and effectively with the public; work harmoniously with others; work irregular and long hours during election year.

Health and Physical Condition:

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

The above examination is being given on an opencompetitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.

PreEmployment/PostOffer Drug Screening Test: All applicants who will enter a safety sensitive position or certain designated categories that the Personnel Services Director has established or who are required by law to be drug tested must pass a preemployment/postoffer drug screening test as a condition of employment. There is no retesting or reevaluation process. Cost for the drug screening test shall be borne by the County of Maui.
