The City of Oakland Revenue Management Bureau is an exciting fast paced environment. You will have the opportunity to learn about the local tax ordinances build relationships with local businesses educate Oakland residents on applicable City of Oakland tax and fee requirements and maintain the data integrity of the City of Oaklands business tax database. This bureau is tasked to manage the Citys financial affairs with the highest degree of customer service honesty and integrity.

We are looking for someone who is:

  • Able to interpret federal state and City regulations and ordinances pertaining to revenue collections and regulatory programs.
  • An effective communicator in both oral and written form.
  • Able to maintain accurate records prepare clear and concise reports and present them to elected officials city staff and members of the public.
  • Proficient in computerized tax systems.
  • Effective in gathering processing and interpreting information to identify patterns draw logical conclusions and solve problems by using critical thinking and data analysis to make informed decisions.
  • Experienced with and knowledgeable in the principles of supervision and training.
  • A leader with strong conflict resolution skills and the ability to motivate their team.

What you will typically be responsible for:

  • Supervising staff who locate unregistered businesses operating in the City and delinquent tax payers through established and new methods to collect taxes and fees owed to the City.
  • Working with delinquent taxpayers to bring them into compliance. This includes calculating taxes penalties assessments and interest to ensure all monies due to the city are invoiced and collected.
  • Supervising and ensuring the timely processing of payments.
  • Selecting training supervising and evaluating subordinate staff.
  • Interpreting monitoring and ensuring compliance with existing City ordinances and codes pertaining to business taxes collections and lien processes.
  • Working with subordinate staff to issue notices of violations notices of tax determinations and notices of assessment for noncompliant businesses.

Minimum Requirements for Application

This recruitment will produce two eligible lists. The restricted list will be for fulltime permanent parttime or parttime City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.


Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.


Education:

A Bachelors degree from an accredited college or university in business administration finance accounting or a related field.


Experience:

Four 4 years of progressively responsible professional revenue audit or collection experience in a financial institution or a municipal government including one 1 year at a lead or supervisory level.

The Recruitment Process:


The City of Oakland works with a Civil Service system. Applicants apply online and HR staff reviews their experience education and training listed on the application against the minimum qualifications listed for each position.

Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge skills and abilities in jobrelated areas.

Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.

In the final review candidates may clarify information already provided on their application. No additional work history education or certifications will be accepted. Any decisions made during this review process will be final.

For this recruitment all qualified applicants will be sent a writing exercise which will then be evaluated and rated by subject matter experts. The tentative date that the writing exercise will be sent to you for completion is the week of May 5 2025.

For some recruitments more than one type of assessment may be used. Depending on the number of candidates who pass the first assessment (multiplechoice test structured interview writing exercise performance exam) you may be asked to complete a secondary assessment before the recruitment is finalized. If a secondary assessment is scheduled you will be notified by email with specific details. If a secondary assessment is not scheduled department hiring interviews will occur during this time frame.

Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points for example if you are a Veteran with an honorable discharge or if you are a current City of Oakland resident. If youre applying to a restricted posting and you are eligible as a current City employee you may also receive additional points for your City service. Extra points are only applied to passing scores so if you do not pass every element of the testing process you cannot use extra points to pass.
