Job Description

Position Summary:
An Environmental Health Specialist I (EHS I) provides specialized consultation and technical services in the field of environmental health science including education inspections evaluations and enforcement to promote public health and prevent disease. The individual collaborates with internal and external partners under the direct supervision of a Registered Environmental Health Specialist (REHS). The EHS I is an intraining position with initial heavy supervision and peer support for work tasks. Once the individual is able to perform the work independently and has obtained a Registered Environmental Health Specialist license through the State of Ohio they may be eligible for promotion to EHS II. The assigned work tasks progressively increase in complexity until the individual is able to perform independently with some supervision. The ideal candidate will display a strong commitment to the practice of public health and embrace the mission vision and values of Canton City Public Health.

Essential Duties and Responsibilities:

II. Public Health Investigation and Enforcement
  • Investigate potential public health complaints and concerns in accordance to the Ohio Revised Code Ohio Administrative Code City of Canton Health Code and other statutes and regulations.
  • Document investigations in order to issue appropriate compliance orders which may include education consultation and/or enforcement with legal action.
  • Collaborate with REHS to enforce relevant public health laws and rules.
  • Work collaboratively with other city departments to improve the environmental health of Canton.
III. Community Engagement:
  • Work with community and neighborhood groups to identify and mitigate public health hazards.
  • Provide educational outreach to community partners and the public to create increased knowledge around environmental health topics.
  • Work effectively with people of diverse cultures ages and economic backgrounds in a culturally competent and sensitive manner.
  • Participate in various community coalitions to support the mission of the department.
  • Engage actively in workgroups and committees within the department.
IV. Emergency Response:
  • Provide support functions in response to public health emergencies as directed by the Health Commissioner.
V. Professional Development:
  • Maintain 24 continuing education credits biennially.
  • Attend trainings and conferences to improve technical knowledge used in the practice of environmental health programs.

Minimum Qualifications and Credentials:
  • Bachelors degree with a minimum of at least fortyfive quarter units or thirty semester units of science courses.
  • Registered with the Ohio Department of Health as an Environmental Health Specialist in Training (EHSIT). (Note: An EHSIT registration from ODH is not required for application; however to be considered for hire an EHSIT registration from ODH must be obtained and maintained.
  • Must be computer proficient and able to work efficiently in a heavily computerized PC environment using various Office Suite and database applications including webbased collaboration tools email etc.
  • Valid drivers license.

To be considered for an interview a candidate must submit a college transcript and meet the requirements to obtain an Environmental Health Specialist in Training (EHSIT) registration from the Ohio Department of Health (ODH) registration/welcometo). Within six months of hire candidate must complete ICS 100 ICS 200 ICS 700 and ICS 800 training and any additional training prescribed by supervision to assist in completing assigned job duties.

Work Environment:
  • Daily work may include general office environment (temperature controlled) and/or field environment (i.e. industrial commercial residential and outdoors in inclement weather and temperature extremes).
  • Office environment may include sitting standing viewing a computer screen and light physical labor.
  • Must be able to perform field inspection duties both outdoors and indoors. Must be able to lift/hoist 50 lbs. or more; carry equipment; walk on slippery uneven/unimproved surfaces; climb stairs handle tires trash and household hazardous waste. Periodically working in substandard environmental conditions (i.e. poor sanitation pest infestations foul and noxious odors puncture hazards human and animal waste and general unsanitary conditions). Use of appropriate person protective equipment (PPE) will be required including protective toe shoes safety glasses outerwear and possibly other PPE as needed.
  • Interactions may entail regular exposure to psychologically or emotionally challenging information necessitating resilience and a supportive team atmosphere to maintain wellbeing of self and staff and effectively address the needs of individuals served.
  • Must be able to work independently and in a team environment. All work requires mental focus organizational skills ability to meet critical deadlines and excellent communication skills both written and verbal and the ability to document observations.
  • This position may require scheduling of duties at night on weekends or other nontraditional work hours. Scheduling of duties may occur with less than 24 hours notice.
  • City vehicles will be provided for work activities/work travel with supervisor approval. Travel may be required outside of Canton and occasionally overnight.

Repeating an Exam
Per OAC Rule 123: 1901 an applicant who has competed in a civil service examination cannot repeat that examination or take and examination for the same classification withinFOUR MONTHSfrom the date of original examination unless an alternative form of examination is given or unless other standards are specified in the examination announcement.

RATING
Your name will be placed on a list of eligible candidates upon receiving a passing score. Once the list has been established your name will remain on the list for a period of one 1 year.

IMPORTANT NOTICE TO VETERANS

A member in good standing of a reserve component of the armed forces of the United States including the Ohio National Guard who successfully completes the members initial entrylevel training shall receive a credit of fifteen percent 15 of the persons total grade given in the examination in which the person receives a passing grade.
