BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Executive Board at its Annual Session in June 2022 approved the use of USD 55 million from the General Fund to establish the Changing Lives Transformation Fund (CLTF). The CLTF aims to strengthen WFPs support for governments in achieving the 2030 agenda in particular SDGs 2 and 17. It will do so by enabling promising components of WFPs changing lives work to reach adequate scale and by providing Country Offices with new tools for mobilizing resources and working with governments for bigger impact on the lives of vulnerable people.
In 2023 the CLTF has been set up and competitive proposal selection processes have been established under three windows: 1 Transition (Investments that transition populations from dependence on humanitarian assistance to increased selfsufficiency) 2 Systems strengthening (Investments that strengthen the capacity and resilience of national programmes and systems to deliver effectively for those most behind) and 3 Climate adaptation (Investments that enable climate adaptation for countries / people most at risk from climate shocks)
C4ED was retained to support country offices in measuring impact as part of their CLTFfunded work with the aim to ensure that most countries conduct a proper impact evaluation in line with OEV standards. Inception missions have been carried out to a number of countries.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.
Implement the impact measurement strategy under the CLTF in line with the current WFP Strategic Plan 202225 and upcoming new WFP Strategic Plan and in close coordination with the Impact evaluation unit within the Office of Evaluation. Ensure synergies and knowledge exchange with the windows managed by that unit.
2.
Support CLTFfunded country offices providing technical assistance to them with the design and implementation of impact measurement components in line with their CLTF proposals and the respective implementation plans.
3.
Contribute to the management of impact measurement processes to support the production of independent credible evidence that meets high professional standards in line with WFP norms and standards and WFPs code of conduct.
4.
Provide technical support to the design and delivery of impact measurement components conducted in partnership with WFP country offices with CLTF funding.
5.
Build impact measurement capacity of WFP staff and partners through development and delivery of trainings and events.
6.
Coordinate with OEV the approval of CLTF country office impact evaluation / research plans. Keep abreast of methodological developments in impact measurement and evaluation within OEV and beyond and contribute to the development of impact measurement methodologies and tools.
7.
Ensure programmes are implemented with due concern due the needs of impact measurement. Support COs in solving any programmatic or political challenges which may endanger the quality of the impact measurement
8.
Assist the CLTF Portfolio Manager in followig up on country office implementation through periodic calls on the basis of each COs CLTF implementation plan as well as by preparing the second annual country reports in Q4 2025. Assist in monitoring CLTF CO expenditures against approved budgets. Assist in preparing 2026 EB update.

DELIVERABLES AT THE END OF THE CONTRACT:
All CLTF countries have a research agenda including for most of them an impact evaluation that meets OEVs standards
10 impact evaluation / research plans (also called preanalysis plans) are set up and implementation has started.
OEV has reviewed these plans in line with OEV standards and given comments as needed
At least 7 baselines have been conducted
Together with C4ED a 3 year research work plan has been developed for each CO which includes baselines midlines endlines. Impact evaluation / research budgets for each country.
10 annual reports for 10 COs and one summary CLTF annual report for 2025
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
A masters or doctoral degree in academic disciplines relevant to impact measurement (e.g. evaluation economics political science development studies etc..
Experience:
Solid knowledge of quantitative and qualitative research methods used for identifying and measuring impacts. Experience designing managing and analysing household surveys is highly desirable.
Significant experience providing impact measurement specific guidance training and capacity support is desirable.
Experience with data management including deidentifying cleaning encrypting storing and making secure transfers is essential.
Experience managing research budgets contributing to funding proposals and overseeing timely payments is desirable.
Experience working with academic civil society private sector NGO and/or government partners in countries where development and/or humanitarian projects are delivered is essential.
Knowledge & Skills:
Proficiency in using statistical analysis software packages including Stata and/or R is essential.
Fully computerliterate with excellent skills in Word Excel Power Point and database management.
Strong interpersonal skills with demonstrated ability to work effectively and sensitively in diverse teams.
Excellent communication skills written verbal and visual. Experience effectively translating between academics and practitioners is highly desirable.
Languages:
Fluency (level C) in English language and an intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
