Summary

About the Role:WTD protects public health and enhances the environment by collecting and treating wastewater while recycling valuable resources for the Puget Sound region. Population growth in the region and changing regulatory requirements coupled with aging infrastructure are resulting in an expansion of our capital construction programs. WTD has adopted a programmatic approach to delivering capital projects. Over the next ten years WTD will deliver several billion dollars worth of projects through a variety of contracting methods.
The Project Representative/Program Technical Lead (Construction Management V) will be responsible for managing some of WTDs most complex construction contracts. They will act as the Technical Advisor during design bringing construction knowledge and contract management experience to help develop better contracts with successful outcomes.

What You Will Be Doing:
Administer construction contracts ensuring compliance with plans and specifications for major complex public works capital improvement programs. Review plans and specifications being developed for specific projects to ensure compliance with King Countys established standards and objectives and for constructability . Plan and coordinate a program of inspection sampling and testing of fabricated materials facilities equipment and machinery involved in King Countys construction contracts. Direct negotiate and oversee major contract changes with contractors for assigned projects. Ensure that project documentation is maintained accurately. Review plans and specifications being developed for specific projects to ensure compliance with King Countys established standards and objectives and for constructability . Engage the PAO as necessary regarding contractually challenging situations to protect the County and keep the project moving forward.
Experience Qualifications Knowledge Skills
Qualifications You Bring:
- A bachelors degree in engineering or related field or the equivalent combination of education and experience and seven 7 years of engineering or construction management experience is required. Five 5 of the seven 7 should include field inspection and duties similar to those performed by a Construction Management IV
- A thorough knowledge of current construction principles and practices and familiarity with relevant regulatory laws ordinances codes standard specifications and plans
- A detailed working knowledge of modern facilities inspection techniques construction methods practices materials and equipment
- Detailed knowledge of wastewater systems conveyance lines and operations
- Decision Quality Making good and timely decisions that keep the organization moving forward.
- Instills Trust Gaining the confidence and trust of others through honesty integrity and authenticity.
- Communicates Effectively Developing and delivering multimode communications that convey a clear understanding of the unique needs of different audiences.
- Manages Ambiguity Operating effectively even when things are not certain or the way forward is not clear.
- Valid Washington State drivers license
- Experience with collaborative delivery contracting such as GC/CM and progressive designbuild.
- CMAA CCM certification.
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details:Employees in this role work remotely from a home location with onsite reporting requirements typically weekly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center 201 S. Jackson St Seattle WA 98104. This work arrangement promotes worklifebalance and reduces carbon footprint under the departments vision of Green Where We Work.

- Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule:This fulltime position works a 40hour work week.This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
- Union Representation:This position is represented by Technical Employees Association (TEA)
