The Child and Adult Care Food Program (CACFP) Management and Financial Reviewer covering Central Iowa will be an integral member of the Bureau of Nutrition and Health Services CACFP team.

Your Responsibilities:

Conduct management/program evaluations of the USDA Child and Adult Care Food Program as assigned for compliance with all Federal and State regulations and provide guidance governing participation in this program. This includes but is not limited to:

  • Scheduling reviews completing required review forms conducting exit conference writing followup letter and monitoring for compliance with required corrective action.
  • Providing general consultative and technical assistance services during the course of the review related to issues including but not limited to free and reduced price meal eligibility; all aspects related to procurement meal preparation and service; sanitation and safety; recordkeeping; compliance with program regulations and general program management.
  • Reviewing financial management practices to ensure proper reporting procedures are used in the claiming of meal reimbursement; that federal funds are being expended as allowed by State and Federal law and that appropriate accounting procedures are being employed.
  • Interpreting monitoring and enforcing federal and state law complex regulations and policies to oversee compliance

Provide oversight of USDAs State agency financial review requirements for CACFP sponsoring organizations financial audit follow up for CACFP organizations and free and reduced price meal eligibility verification process for CACFP organizations.

This position is a field position most time will be spent conducting inperson administrative reviews and providing training or technical assistance at organizations participating in CACFP.

Hours:8:00 A.M. 4:30 P.M. Monday Friday; some nights and weekends occasional instate and outofstate travel

DESIRABLE (OR) REQUIRED QUALIFICATIONS:
  • Six months experience 12 semester hours or a combination of both in one or in a combination of the following areas: accounting auditing budgeting economics or finance;
  • Ability to keep multiple projects moving forward at the same time and meeting deadlines;
  • Ability to work in an environment where the individual may be receiving guidance and direction from multiple individuals;
  • Experience being detailoriented with ability to apply established procedures and requirements into practice with speed and accuracy;
  • Willing to travel and willingness to remain out of home location overnight on occasion as the job requires (primarily instate travel);
  • Proficiency with office software applications e.g. word processing spreadsheets and ability to learn other custom software applications including webbased systems;
  • Experience in government regulation implementation;
  • Ability to convey required corrective action while maintaining a positive working relationship.
  • Experience developing and presenting materials for adult learners.
  • Experience working with USDA Child Nutrition Programs preferred.

Selectives

208 Financial:
6 months experience 12 semester hours or a combination of both in one or in a combination of the following areas: accounting auditing budgeting economics or finance.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1 Graduation from an accredited fouryear college or university and five years of fulltime postgraduate work experience in any one or a combination of the following areas:

a. Professional training teaching or counseling experience in an educational setting;

b. Professional administrative experience in an educational setting;

c. Professional personnel administration including such areas as job analysis performance appraisal systems selection devices or labor relations;

d. Professional finance accounting or auditing experience including the preparation or analysis of financial statements;

e. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.


2 A combination of a total of five years of postgraduate education and fulltime experience (as described in number one) where twentyfour semester hours of accredited postgraduate college or university course work equals one year of fulltime experience.


3 Graduation from an accredited college or university with a Masters degree possession of a valid Iowa Teaching Certificate and three academic years of teaching and/or administrative experience in PK12 and/or a postsecondary educational institution.


4 Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of fulltime professional experience in finance accounting or auditing including the preparation or analysis of financial statements.
