About the Office of Civil & Forensic Mental Health (OCFMH) Forensic Services Division (FSDV):

Located within the Colorado Department of Human Services the Office of Civil and Forensic Mental Health (OCFMH) is responsible for policy development service provision and coordination program monitoring and evaluation and administrative oversight for the public behavioral health system. OCFMH funds supports and monitors numerous mental health and substance abuse community programs and providers. OCFMH also operates the Colorado Mental Health Hospitals at Fort Logan and Pueblo and the Forensic Services Division. OCFMH executes the States federal responsibilities as the State Mental Health Authority and State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.

The Forensic Services Division is responsible for six departments including Forensic Community Based Services (FCBS) Jail Based Evaluation and Restoration (JBR) Outpatient Restoration (OPR) the Forensic Support Team (FST) the Court Services Department and the Operations Department.

Our teams work within various settings including community agencies jails courts and hospitals. The locations can include locked units and secure facilities and our clients may at times be unpredictable due to their mental health needs. Our team is required to make critical decisions in dynamic and fastpaced environments in order to ensure a high level of accountability for patient care. Our staff are required to maintain updated skills knowledge abilities and competencies necessary to the position through continuing education clinical supervision literature review and discipline and team development. This position may be required to travel throughout Colorado to meet the needs of the department.



Description of Job



Purpose of Position:

The Quality Assurance Technical Team (QATT) an Operations Department program is responsible for providing rigorous evidencebased quality improvement initiatives and program evaluation within FSDV. The goal of the QATT is to determine the best processes and analyze the appropriate implementation for quality management within the programs that effectively measure assess and continually improve the quality of care provided to clients served in Forensic Services. The QATT Auditors will be responsible for working with all Forensic Services division directors OCFMH Executive Management and external stakeholders as appropriate to analyze current performance throughout the division establish areas for improvement and growth plan for these improvements and support program directors in implementing them. The QATT Auditors will also be responsible for identifying training needs throughout the division developing curricula and planning and implementing training sessions. This position will act as a backup to the HIPAA liaison and records manager and must be proficient in policy development and technical writing. This position will regularly review and make decisions at an operational level making recommendations to established processes for improvements.


Job Duties:

Quality Assurance Auditor/Analyst:


Program Analysis

  • Identifies areas for improvement; identify the issues related to process improvement; and be successful in communications and recommendations for change
  • Works closely with individuals departments and program directors within Forensic Services to successfully affect change management and process improvement with current practices
  • Operates independently in performing the full range of professional tasks. This includes encouraging complex cross functional organizationwide projects or initiatives to improve processes or outcomes
  • Tracks department performance against established goals and make associated recommendations to maximize performance. New processes or objectives will be reviewed with the Directors office of higher management for approval before recommendations for accountability to the program or system
  • Works with Department Directors and will be evaluating and providing solutions to processes and programs and must possess the ability to lead without direct authority over others. There will be ongoing efforts to manage the quality of processes and programs
  • Collaborates and uses high level skills to communicate process change with staff
  • Uses diplomacy and professionalism as they will be working with internal stakeholders representing the Forensic Services Division
  • Develops their program and process auditing and compliance tracking systems to assure that Forensic Services is complying with federal regulations state statutes policies and standards and Consent Decree requirements
  • Analyzes and monitors the effectiveness of problematic approaches and identifies avenues to improve practices. In collaboration with Directors or supervisors they will provide formal feedback and consultation to staff in reflection of all audits and work reviews
  • Participates in committees or work groups to provide program guidance and clarification and provide input on issues that have a direct impact on the program

Training:

  • Assists in the facilitation and training across Forensic Services for continuous quality improvement initiatives.
  • Acts as a backup to the policy writer and the HIPPA Liaison within FSDV
  • Facilitates continuous improvement efforts using methods for data gathering and analysis problem solving project management and professional presentation skills
  • Develops instructional guidance to provide direction on consistent implementation to intraagency departments within Forensic Services
  • Communicates and teaches process improvement methods tools techniques and best practices to staff within Forensic Services and develops communication and training materials in alignment with department strategies or policies
  • Creates and presents process improvement techniques and improvement results to various audiences
  • Recognizes training needs to improve the quality of services and compliance with policies best practices and Consent Decree requirements and documenting any training requirements or process improvements

Other Duties as Assigned:

  • Perform tasks or undertake special assignments or projects deemed necessary by OCFMH but not specifically referenced in the above duties
  • Backup for the QATT team and must know and understand all duties that fall within this team

Experience Only:

Six 6 years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education in and/or relevant experience in an occupation related to the work assigned to this position equal tosix 6 years

  • A preemployment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions conviction of crimes of moral turpitude or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges.
  • Travel as needed for meetings and training may be required to utilize state vehicle.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
