Job Description

JOB DESCRIPTION:
Under the general direction of the Deputy Commissioner of the Staten Island Ferry Serves as the Executive Director of Security and Private Ferries. The Executive Director will also act as the Facility Security Officer (FSO) with respect to the federally mandated Maritime Transportation Security Act and 33 CFR Subchapter H Part 101105 for Whitehall Terminal. The FSO manages the security of the terminal within the regulations and specifically at each threat level as dictated by the Department of Homeland Security. Also responsible for the management and maintenance of Cityowned Private ferry landings facilities terminals and related structures including marine infrastructure. Performs related work.

Duties and Responsibilities:
Manage the security administration as it relates to facility and port operations appropriate to passenger ferries and specifically as it applies to the Whitehall Terminal;
Work with the terminal staff in ensuring safe and secure passenger and employee operations and transit within the terminal;
Manage the contracted security firms utilized at the terminal to include the identification of vulnerabilities and areas of responsibility including the monitoring of compliance;
Responsible for the maintenance of the Combined Vessel and Facility Security Plan as approved by the USCG;
Develop conduct and document drills and exercises as related to the requirements of the Combined Security Plan; 24/7 response to all security incidents;
Develop and manage vendor contracts for new projects and ongoing maintenance of security equipment;
Manage terminal access and compliance with all federal state and city regulations relative to security and access control;
Fostering relationships with neighboring entities in lower Manhattan to include the US Coast Guard NYPD FDNY and other federal state city public and private entities;
Researches and advises on projects connected to DOTowned private ferry landings and waterborne assets;
Provides scope estimates and monitors budgets for projects;
Authorize and approve maintenance and repair work. Develops tracks and monitors long term corrective/preventative maintenance systems/plans for assets. Tracks maintenance expenses and develops metrics to improve maintenance procedures;
Request and oversee capital funding for large scale construction reconstruction and rehabilitation of ferry landing assets including inspection and drydocking of barges;
Perform quality assurance oversight on ferry landing asset inspections preventive maintenance and maintenance fund expenses;
Liaise and coordinate a variety of ferry landing maintenance and repair activities with stakeholders government entities contractors and consultants;
Act as agency Project Manager for grant funded projects;
Manage special projects as directed. Perform site visits and various operational functions related to ferry landings.

PREFERRED SKILLS
1. Working knowledge of the Marine Transportation Security Act of 2002 (MTSA) as amended.
2. Extensive knowledge and experience in determining vulnerabilities that may lead to potential security breaches.
knowledge of crisis management contemporary terrorism security assessment and threat and risk analysis.
4. CSO/FSO/VSO security training certificate.
5. Extensive experience with Federal transportation and regulations a plus. At least five years of supervisory experience in the successful management of City Staff is also a plus.

TWIC REQUIREMENT: Once selected for employment at the Staten Island Ferry federal regulations require that the applicant must either undergo a federal background check as part of the Transportation Worker Identification Credential (TWIC) program or already possess a TWIC. Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory fulltime experience conducting investigations to identify or gather evidence of criminal activity or fraud or to verify or evaluate qualifications of persons for employment or licensure 18 months of which must have been in an administrative managerial or executive capacity or supervising a staff performing investigations or related work; or
2. An associate degree or 60 credits from an accredited college and six years of satisfactory fulltime experience as described in 1 above; or
3. A fouryear high school diploma or its educational equivalent and eight years of satisfactory experience as described in 1 above; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must have the 18 months of experience in an administrative managerial executive or supervisory capacity as described in 1 above.
