Main Purpose of Job
This Fulltime Contractual position will serve as the Program Manager for the Recovery Residence Grant Program in the Maryland Department of Health Behavioral Health Administration Division of Clinical Services Office of Evidencebased Practices and Housing and Recovery Supports.
A Recovery Residence means a service that provides alcoholfree and illicit drugfree housing to individuals with substancerelated disorders or addictive disorders or cooccurring mental health and substancerelated disorders. However residences may receive clinical services provided by other providers to address their treatment needs. Recovery Residence is a service that is specifically designed to address the recovering persons need for a safe and healthy living environment while supplying the requisite recovery and peer support. The Recovery Residence Grant Program is a competitive grant to a recovery residence to support one time startup costs ongoing operating expenses expand services and programs.
The Recovery Residence Grant Program Manager position is under the direction of the Director of Recovery Supports will be responsible for the continued implementation oversight training and technical assistance of the Recovery Residence Grant Program Manager. This position will be involved in senior level planning management and monitoring of recovery support activities. The Recovery Residence Grant Program Manager will also ensure the completion of all grant deliverables monitoring and reporting on jurisdictional adherence with required performance measures and responding to complaints or concerns related to the project.
The Recovery Residence Grant Program Manager will be responsible for fiscal and administrative management analyzing program data and working collaboratively with jurisdictional implementation teams and other state and local stakeholders to effectively utilize project resources and to maintain an integrated service delivery system promote public health sustained recovery and safety for service recipients families and communities.
MINIMUM QUALIFICATIONS
Education: A Bachelors degree from an accredited college or university in nursing social work psychology education counseling or a related field.
Experience:Six years professional experience in health services three years must have been in Addiction professional work related to treatment and services to persons with alcohol or other substance addiction and three years must have been at the managerial or supervisory level.
Notes:
1. Candidates may substitute the possession of a Masters degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.
2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in another field plus an additional year of professional experience in health services for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Healthcare Administration classifications or Health Services Administration specialty codes in the health related field of work on a yearforyear basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following:
- Experience in compliance budgeting financial reporting and monitoring expenditures aligned with grant requirements.
- A background in providing or overseeing services related to recovery support.
- Excellent interpersonal and verbal/written communication skills along with the capability to collaborate with diversestakeholders.
- Proficiency in collectinganalyzing and reporting program dataparticularly for performance evaluation and grant compliance. This includesensuring data accuracytracking service utilizationmeasuring program outcomes and using insights to guide continuous improvement.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25 of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75 of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
