This position is for the Wyoming Department of Environmental Quality Water Quality Divisions Wyoming Pollutant Discharge Elimination System (WYPDES) Program. The position assists with compliance and enforcement duties for the WYPDES Program. Using various databases to retrieve upload and analyze compliance monitoring data this position works with the WYPDES team to help ensure that permittees are reporting monitoring and meeting effluent limits as required by their permits. It also assists with issuing and tracking violations and other compliance and enforcement needs.

Evaluate review and process data from Discharge Monitoring Reports (DMRs) through various EPA and State databases.
Ensure that reporting is adequately and efficiently tracked and DMR data is accurate and complete.
Assist permittees with signing up and using online reporting database systems.
Provide input for updates or upgrades to current databases or compliance data analysis processes.
Retrieve compliance data and information for facilities through various databases as needed.
Maintain database records relating to compliance tracking and enforcement actions.
Evaluate and identify permit violations related to DMRs.
Issue and track informal enforcement actions and their responses.
Ensure timely issuance and resolution of informal enforcement actions.
Work with the supervisor to help determine any facilities in need of escalated enforcement.
Assist with stormwater compliance tasks and record keeping.
Assistance with WYPDES inspections as needed.
Communicate and work with the enforcement team and supervisor about any standout or ongoing compliance issues.
Work closely and effectively with the WYPDES team to complete all necessary tasks.
Qualifications
PREFERENCES:
Experience in enforcement and compliance in a regulatory program.
KNOWLEDGE:
Knowledge of Wyoming Water Quality Rules and Regulations.
Understanding of the WYPDES program and permit conditions.
Ability to compile and interpret compliance data.
Ability to identify compliance issues.
Experience in working in a team environment.
Experience in working and communicating with regulated entities.
Ability to navigate and use State and EPA reporting and compliance data systems.
MINIMUM QUALIFICATIONS:
Education:
Bachelors (typically in The Sciences)
Experience:
03 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist
OR
Education & ExperienceSubstitution:
46 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Primarily office work with periodic travel to locations throughout Wyoming.
Must be prepared to safely enter potentially hazardous sites with appropriate safety equipment.
