Job Description

The Solano County Department of Information Technology (DoIT) provides customeroriented and convenient access to information and services through the use of technology; anytime anywhere. The County strives for costeffective use of technology with interactive exchange and sharing of data within departments with constituents with other governments and business partners.

The guiding principles of DoIT are:
  • Support and facilitate access to County information for the public and its employees and to help the County conduct its business in a fast and easy manner
  • Support the business goals of the County in an efficient costeffective manner
  • Provide safe and secure systems and an integration mechanism to streamline business practices
  • Provide ongoing technology training for staff
  • Provide opportunities for constituents to utilize technology in their interaction with the County
  • Share and exchange information using multiple channels

THE POSITION:
Under general direction identifies plans analyzes develops tests and implements information technology system solutions to address the business needs of Solano County Departments. Levels in this classification are flexibly staffed and are allocated based on the level nature and complexity of assignment.

DISTINGUISHING CHARACTERISTICS:
This is the advanced journey level classification in the Business Systems Analyst job series. This class is distinguished from the journey level Business Systems Analyst classification by the level of responsibility employees assume the complexity of duties assigned and the independence of actions taken. Incumbents within this class are responsible for supporting and working with the most complex County departments and systems including managing large technology projects.

The eligible list created as a result of this recruitment will be used to fill fulltime and parttime regular limitedterm or extrahelp positions as vacancies occur throughout the County.

SELECTION PROCESS:
Based on the information provided in the application documents the qualified applicants may be invited for further examination and will either be prescheduled by the Department of Human Resources or be invited to selfschedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received the selection process may consist of an initial application screening a mandatory information meeting a supplemental questionnaire assessment a written and/or practical exam an oral board exam or any combination listed. Responses to supplemental questions may be used as screening and testing mechanisms and will be used to assess an applicants ability to advance in the process; as such responses to supplemental questions should be treated as test examination responses. A minimum score of 70 is required to continue in the selection process unless otherwise announced.
All potential new hires and employees considered for promotion to management confidential positions or unrepresented positions will be subject to a background and reference check after contingent job offer is accepted. These provisions are subject to change.

VETERANS PREFERENCE POINTS:
To be eligible applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214 SHOWING DISCHARGE TYPE (GENERALLY COPY 4 MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE (or APPLICATION REVIEW DEADLINE). Veteran applicants for initial County employment with an honorable or general under conditions discharge shall receive five 5 points added to their combined score.
