Main Purpose of Job

This position will learn how to process and handle arrestee/offender samples collected for entry into CODIS (Combined DNA Index System.. The position will also learn basic functions of the CODIS software and how to handle arrestee/offender samples once entered into CODIS. As a Forensic Scientist the employee shall meet the qualifications and responsibilities listed in the DHMH COMAR regulations 10.51.06.14.15.16.17

POSITION DUTIES

1. Performs quality and timely reviews of DNA data generated from Database samples. Imports DNA profiles. Confirms the qualifying status of DNA Database samples. Processes DNA Database samples and completes hit paperwork.

2. After completion of the required training performs DNA analysis on DNA Database samples in accordance with laboratory protocols. Prepares clear technically sound accurate and informative reports. Successfully passes the required internal and external proficiency tests.

3. Review and maintain a working knowledge of the Laboratory SOPs QA/QC procedures safety manuals special orders and security procedures in order to perform job duties according to established standards.

4. Follows the laboratorys standard operating procedures learns to prepare DNA Database samples for storage inhouse analysis and/or shipment to commercial laboratory.

MINIMUM QUALIFICATIONS

Education:A Bachelors degree in chemistry biology biochemistry genetics medical technology pharmaceutical scienceor related physical natural or forensic science from an accredited college or university.

Experience: None.

Note: Candidates may substitute experience performing comparative analysis or scientific evaluation of evidence to include experience in providing expert testimonyon a year for year basis for the required education.

SELECTIVE QUALIFICATIONS

Education: Successful completion of a minimum of 3 courses in the subject areas of Biochemistry Genetics and Molecular Biology for a total of 9 cumulative semester hours.

Successful completion of coursework covering Statistics and/or Population Genetics

DESIRED OR PREFERRED QUALIFICATIONS

1. Forensic Science internship
2. Six months of forensic work experience
3. Six months of general biology laboratory experience
4. Court qualified testimony as a forensic expert
5. Masters Degree in same educational disciplines as required in Minimum Qualifications

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

2. Candidates appointed to this classification must be eligible for or possess the certification or license required by the governing body of the forensic discipline associated with the job duties for the specific position. Specific information concerning the requirements and procedures of the applicable governing body can be obtained from the Human Resources office of the Maryland Department of State Police1201 Reisterstown Road Pikesville MD 21208.

SPECIAL REQUIREMENTS

1. Employeesin this classification are subject to callin24 hours a day and therefore are required to provide the agency with a telephonenumber where they can be reached.

2. Employees in this classification are subject to random substance abuse testing in accordance with Code of Maryland Regulation 17.04.09 Testing for Illegal Use of .

3. In accordance with Public Safety ArticleSection 2204 (b) 6 of the Annotated Code of Maryland candidates for positions in this classification will be subject to an initial drug screening a physical examination submission of a DNA sample and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum and selective qualifications will be considered for this classification. It is therefore essential that you provide complete and accurate information on you application. Successful candidates will be placed in an Eligible List categorized as BEST QUALIFIED BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education training and experience related to the requirements of the position. You may be required to complete a qualifications supplement or the rating may be based on your application. Report all experience and education that is related to this position. Applicants will be subject to an interview background investigation polygraph examination and substance abuse testing.
