Main Purpose of Job

This position provides administrative and managerial leadership to the staff at two 2 local departments of social services Kent and Queen Annes Counties in their Child Support Administration Divisions. This position is part of the executive staff of both agencies and is expected to work in a dynamic and collaborative mode with all relevant stakeholders in both counties. Achieving desired outcomes in both counties are the barometers by which the effectiveness of the incumbents performance is measured. The purpose of this position is to establish standards goals and schedules for Child Support staff in both offices set priorities and evaluate effectiveness of both staff and programs. This position serves as the administrator and manager for all Child Support programs and affiliated welfare reform initiatives and is responsible for the administration of these programs in both Kent and Queen Annes Counties.

POSITION DUTIES

Administer and interpret Federal and State law/policy governing personnel management and child support.
Create assess and revise local policy and procedures for Child Support.
Interpret policies/procedures for customers staff other agencies and the community.
Respond to and resolve customer concerns/complaints and inquiries from DHS the Governors Office and local politicians.
Review and analyze operating procedures for maximum efficiency such as workload assignment application processing and workload flow.
Review Quality Control reports appeals audit reports fraud complaints and other Child Support reports.
Prepare responses and/or corrective action plans.
Establish implement and monitor local policy for Child Support operations.
Serve as local department Child Support representative for committees and workgroups at State and local levels.
Represent agency at State and interagency meetings committees and task forces; explain relevant law procedures and policies to staff elected officials and the general public.
Applies for Child Support grant for and oversees the Fatherhood Programs (RISE and Parents as Partners.
Oversees and manage CS budget to include RISE and Parents as Partners
Review ongoing staff training and development.
Review and analyze reports.
Plan request and schedule all staff training.
Coach employees and create staff development plans to enhance performance.
Ensure that safeguards are in place to protect the confidentiality of IRS and Federal Tax Information.
Advise supervisors of staff in resolution of problem cases and make recommendations for the handling of public relations situations and decisions.
Participates as needed in the agencys mandated obligation to provide mass care and shelter under the direction of the County or State Emergency Operations Center

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.

Experience:Eight years of experience in administrative professional ortechnical work three years must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a yearforyear basis for up to two years of the required general experience.

2. Candidates may substitute additional professional ortechnical experience in the administration of a humanservices program or experience conducting studies and analyses of programs procedures practices andorganizations on a yearforyear basis for the required education.

3. Candidates may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer orhigher as a commissioned officer in Administrative Officerclassifications or Administrative Officer specialty codes inthe General Administrative Clerical and Office Servicesfield of work on a yearforyear basis for the requiredexperience and education two yearsmust havebeen in an administrative supervisory or consultativecapacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • One year of experience using Microsoft Office Suite such as Word Excel and Power Point
  • Three years of experience working in or with a Child Support Administration Program
  • One year of experience using Google Applications such as Google Docs and Sheets.
  • Two years of experience using Child Support Management System.
