WORK FROM HOME
The successful candidate for this posting may be eligible for participation in a hybrid work from home arrangement in alignment with the Citys Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.
FLEX
The successful candidate for this vacancy would participate in a modified work week earning a flex day off each biweekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.
POSITION FUNCTION
Regulate and enforce the building and plumbing codes acts associated codes standards and bylaws through the review of technical plans and documents onsite inspections and the approval of permits.
KEY DUTIES
Review preliminary concept plans and make recommendations on building code (includes plumbing code) aspects; review building permit applications for compliance with building codes standards and City bylaws; provide technical assistance and interpretation to advise applicants contractors and professional consultants on required design changes and corrections; issue building and plumbing permits; maintain a variety of manual and computerized files such as plans and records of inspections and violations.
Conduct site inspections of construction to confirm compliance with building codes bylaws and standards; observe testing of building components such as fire alarm systems and mechanical systems; observe and direct builders to maintain public safety according to Building Code requirements; carry out final inspections and approve occupancy permits for completed buildings.
Investigate and resolve complaints related to construction; issue stop work orders or other measures of enforcement as required by bylaws when there are violations of the Building and Plumbing Bylaw.
Respond to enquiries and complaints from the public outside agencies and other departments regarding codes and bylaws building construction zoning and planning issues; conduct followup on complaints; prepare correspondence and reports related to projects and technical matters as required; provide information to City Solicitor and City Manager regarding statutory requirements related to permits and inspections; prepare and present court evidence as required.
Perform related duties where qualified.
INDEPENDENCE
Work is generated by permit and construction activity and statutory requirements.
Work is reviewed through discussions to supervisor.
Issues regarding disputes policy requirements and procedures are discussed with supervisor.

KEY SKILLS AND ABILITIES
Organize and prioritize work.
Understand and apply the principles of building and plumbing inspection.
Working level operation of current City word processing spreadsheet and related specialty software.
Read and interpret building drawings codes referenced standards and regulations.
Maintain accurate records.
Deal with applicants and consultants using tact and diplomacy.
Establish and maintain effective working relationships.
Deal effectively with the public and outside agencies.
Communicate effectively verbally and in writing.
QUALIFICATIONS
Formal Education Training and Occupational Certification:
Technical School Diploma in a related field 2 years) OR Journeyman Carpenter Plumber or Sheet Metal Worker
Will be required to obtain BOABC Building Level 3 Qualification and Plumbing Level 2 Qualification 9 months).
Current and valid Class 5 B.C. Drivers Licence.
Experience:
6 years of related experience.
or an equivalent combination of education and experience.
OTHER:
