DIRECTOR OF INSTRUCTIONAL SERVICES
GENERAL DESCRIPTION:
Under the direction of the Assistant Superintendent of Educational Services the Director of Instructional Services plans development implementation and evaluation of the districts curriculum and instructional program by providing leadership and supervision to various curriculum and instructional support programs; develops coordinates and administers staff development programs directly related to district goals and objectives; plans coordinates implements maintains and evaluates categorical programs according to State and Federal guidelines; serves as a resource to schools and other departments in the district. Maintains and develops evaluation designs for areas of responsibility; develops and monitors all assigned budgets; supervises and evaluates assigned staff and assists the Assistant Superintendent and administration in all areas aligning with the Educational Services Department.
DUTIES AND RESPONSIBILITIES: Leadership in Curriculum and Instruction:
Oversees Local Control Accountability Plan (LCAP) development staff and community input monitoring data collection required reporting and plan completion.
Directs the planning organizing and implementation of curriculum programs services and systemic professional learning consistent with identified needs which will result in continuous improvement of teaching and learning.
Collaborates regularly with the Assistant Superintendent to ensure instructional support for school sites.
Facilitates the development and implementation of curriculum and effective instructional support for all students.
Facilitates with the coordination and implementation of instructional initiatives such as: textbook adoption assessment intervention MultiTiered System of Supports (MTSS) and curriculum design.
Designs and implements an efficient system for the procurement and dissemination of instructional resources to district school sites.
Facilitates best practices in differentiation of instruction for all students including English learners (ELs) and students with disabilities.
Collects and analyzes data to improve student outcomes for all learners.
Supports site administrators in the accomplishment of district objectives and related goals. Designs literacy curriculum and training for supplemental programs extended learning opportunities enrichment including after school intercession and summer school programs.
Coordinates planning and implementation of district summer enrichment including after school intercession and summer school programs.
Coordinates State and districtwide assessment programs and assists schools in using results to improve the instructional program.
Maintains records prepares reports and conducts surveys as required.
Supervises and evaluates district academic coaches content teachers and teachers on special assignment.
Coordinates development of district units of learning content standard instructional alignment and assessments.
Coordinates and /serves on the instructional materials review committee to assist in the selection approval and adoption of district TK8 textbook and instructional materials.
Leadership & Staff Development:
Provides leadership in implementation of the districts strategic plan and Local Educational Agency (LEA) priorities relating to programs in educational services.
Develops implements and monitors the districts staff development program designed to increase the effectiveness of educating the whole child within the classroom including social and emotional and academic instruction.
Presents information (e.g. budget overviews accounting processes distribution formulas etc. for the purpose of communicating information gaining feedback and ensuring adherence to established internal controls.
Fosters an increase in student achievement through implementation of staff development assessment and effective teaching strategies.
Coordinates districtwide staff development activities which address district priorities including professional learning communities MTSS Restorative Practices and whole child wellness.
Provides staff development activities for teachers and administrators as appropriate.
Coordinates supervises and maintains records for district New Teacher Induction program.
Coordinates orientation and staff development for probationary and temporary staff.
Works with academic and content coaches to coordinate professional development.
Assists in evaluation appropriateness quality and effectiveness of professional and instructional development programs.
Leadership & Program Monitoring:
Monitors annual reports; summarizes progress of categoricallyfunded programs; compiles and maintains written records and reports.
Plans and provides professional development on categorically funded programs.
Participates in development and implementation of program goals priorities and procedures for categorical programs in which the district is funded through the Consolidated Application.
Monitors compliance with all aspects of State and Federal categorical programs including Title I Title II Title III Title IV EIA TUPE GATE and ELOP.
Coordinates district level Program Improvement activities including but not limited to parent notices school of choice and supplemental educational services.
Provides guidance and support to sites in the implementation of school level Program Improvement requirements and activities.
Assists in the coordination of the Migrant Education and English Learner Acquisition Program (ELAP).
Works closely with the Fiscal Services Department district and County Office to maintain fiscal compliance with respect to categorical programs and programs funded under Educational Services.
Prepares annual reports; summarizes progress of categoricallyfunded programs; compiles and maintains written records and reports.
Acts as a district resource person on matters related to categorical programs as outlined in Federal and State regulations.
Coordinates and supports Categorical Program Monitoring Reviews.
Assists the district plan and staff in compliance and program monitoring reviews of categorical programs.
Coordinates parent advisory groups for categorical programs (i.e. DELAC DPAC DAAPAC GATE Advisory Committee etc..
Facilitates and monitors private school administration of federal programs.
Reviews and monitors school programs as directed.
Supervises evaluates monitors and trains assigned personnel.
Performs other duties as assigned.
KNOWLEDGE OF:
California State Standards and district and state assessments.
Program assessment and reporting methodologies.
Pertinent laws codes policies and/or regulations related to State and Federal categorical programs.
Principles of supervision training and evaluating staff.

JOB QUALIFICATIONS:
EDUCATION:
Bachelors degree from an accredited college/university in Education Liberal Studies or other related field. Valid Administrative Credential and valid Multiple Subjects or Single Subject Teaching Credential required. Masters Degree required.
EXPERIENCE:
Minimum of three 3 years teaching experience
Minimum of five 5 years of site level and/or district office administrative experience preferred
Experience in effectively leading TK8 staff
Experience in collaborative planning
Possess interpersonal and leadership skills necessary to work interdependently with all stakeholders

Valid California Drivers License
Criminal Justice Fingerprint Clearance
Valid teaching and administrative credentials
