Job Description

About the Ohio Department of Aging:

The Ohio Department of Aging (ODA) is a cabinetlevel agency within the executive branch of the Ohio state government. The director of ODA is a member of the Governors cabinet serving as principal advisor and advocate for 2.8 million older adults and their families. Through services supports and activities that cover a wide spectrum of issues ODA strives to achieve its mission to foster sound public policy research and initiatives that benefit older Ohioans. ODA is the federally designated agency responsible for developing and administering multiyear state plans that advocate for and provide assistance to older Ohioans and their families. In addition to the centralized functions the agency designates and contracts with community providers and a network of 12 Area Agencies on Aging who manage a wide array of federal and statefunded supportive services. These services assist older adults to live as independently as possible; promote healthy aging and active community involvement; and support family members in their vital care giving role. To promote the agencys vision of Ohio the best place to age in the nation ODA actively collaborates with consumers stakeholders from key associations government and the public. The independent Office of the State LongTerm Care Ombudsman and the Board of Executives of LongTerm Services and Supports are also located within ODA.

Salary Information:

Unless required by legislation or union contract starting salary will be set at the lowest rate of the salary range. In most cases successful employees will move up a step in the salary range within six months with subsequent step increases occurring every year as supported by successful performance evaluation results. We also offer cost of living adjustments longevity supplements after five years of eligible public service and wellness incentives.

The final Background check candidate selected for this position will be required to undergo a criminal background check. Criminal convictions do not necessarily preclude an applicant from consideration for a position. An individual assessment of an applicants prior criminal convictions will be made before excluding an applicant from consideration.

About the Fiscal Division:
The Fiscal Division monitors the programs services and administrative entities that receive funding through the department. Fiscal staff ensure compliance with applicable regulations statutes and policies; process payments to vendors and subrecipients and manage the departments administrative resources purchasing revenue travel and inventory. They also track spending prepare and monitor the biennial budget manage the grants process for funds passed through the department and monitor the fiscal processes of the departments grant subrecipients.

About the Role:
Conducts financial compliance and operational reviews of subrecipients including Area Agencies on Aging (AAAs) and PASSPORT Administrative Agencies (PAAs).
Leads monitoring activities to ensure compliance with federal state and agency regulations including OMB Uniform Guidance and the Older Americans Act.
Prepares detailed reports and supporting documentation that communicate findings and recommendations to internal and external stakeholders.
Coordinates data collection and documentation efforts from subrecipients and conducts entrance and exit conferences during the monitoring process.
Serves as team lead by developing monitoring tools assigning tasks and reviewing audit work for accuracy and completeness.
Supports the development and review of policies procedures and monitoring tools to improve oversight practices.
Assists with research and drafting of responses related to external audits waiver requests and regulatory changes impacting grant oversight.
Collaborates with agency staff to provide technical assistance and ensure highquality customer service during the monitoring process.
