We areseekingahighly skilledCapital Improvement Budget Managerto join our team.In this role you will helplead a team of fiscal and policy analystsin developingthe CountysCapital Improvements Program. You will guidestaff informing wellreasoned analysesand recommendations on policy developmentandadvisethe Capital Budget Coordinator Director of the Office of Management and Budget and other executivelevel officials on solutions to capital budget issues. You willoverseecomplexissuesandhold primaryoversightresponsibilityof thetechnicalcomponentsofthe Countys capital budget.Your work will be vital in guiding the Countys capital budget processes and ensuring alignment with broader strategicobjectives.

What Youll Be Doing

  • Develop OMB staffs analytical skills and support efforts to improve the effectiveness and efficiency of the capital budget development process.
  • Supervise a team of Fiscal and Policy Analyst who monitor review examine and provide recommendations on department/agency operating and capital budgets. Leadership will be particularly focused on areas of the capital budget that are interdependent and will help analysts focus work to advance broader coordinated policy objectives within available capital budget resources as well as technical components of budget development.
  • Provide primary oversight of technical components (Macro) of capital improvements program preparation.
  • Manage complex portions of the Countys capital improvements program preparation and administration processes both for recurring and special projects.
  • Advise senior leadership and the County Executive on the Countys sixyear Capital Improvements Program and the Countys debt and other fiscal policies (particularly as it relates to bond ratings).
  • Provide guidance and recommendations to senior leadership the County Executive and the County Council on solutions to complex budget issues.
  • Assist the Capital Improvements Program Coordinator in the development oversight and policy implications of capital budget policy development and implementation.
  • Function as a backup to the Capital Improvements Program Coordinator with knowledge of key capital budget macro concepts and financing mechanisms.
  • Provide guidance and recommendations to Department/Agency Heads concerning budget requests and related management and program issues in concert with established policies procedures and law and County Executive guidance.
  • Provide testimony at budget hearings and before task forces committees public meetings etc.
  • Represent OMB on interdepartmental inter branch and interagency policy coordinating entities.

Minimum Qualifications


  • NOTE THIS POSITION IS ONLY OPEN TO INTERNAL MONTGOMERY COUNTY EMPLOYEES
  • Experience:Seven 7 years of progressively responsible professional experience in developing operating or capital budgets of a significant magnitude and complexity preferably in the public sector and/or analysis of complex management and policy issues having budgetary implications three years of which were in a supervisory or executive capacity.

    • Note: The term executive is further defined as a high echelon or highlevel position in an organization that is assigned technical research management advisory services responsibilities or policymaking duties and responsibilities that exert considerable influence on organizational policy plans and operations through technical research management advisory services and/or policymaking duties and responsibilities (e.g. County positions at Grade 30 or above).

  • Education: Graduation from an accredited college or university with a Bachelors Degree.
  • Equivalency: An equivalent combination of education and experience may be substituted

Preferred Criteria Interview Preferences

  • Proficiency in Microsoft Excel and Word with a quick adaptability to proprietary software.

  • Experience managing the complex technical components of the capital budget and capital improvements program preparation and providing guidance and recommendations to senior executive leadership on solutions to complex capital budget issues

  • Experience conducting budget program management and financial analyses in a publicsector environment.

  • Experience in a leadership role in a high volume complex and intense policy or budget environment.

  • Experience communicating effectively in writing through decision memoranda and orally through small and large group presentations and testimony at executive and legislative branch budget hearings and work sessions.

  • Experience with mentoring team building and coordination across a variety of settings.
