Job Description

TITLE: Director of Transportation

LOCATION:Transportation

The Kansas City Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 22000 students and 60 different languages are spoken in the homes of our students. KCKPS is home to Sumner Academy the #6 highest rated High School in the Nation and #1 High School in Kansas according to the US News rankings.

With Head Start/preschools 28 elementary schools 7 middle schools and 5 college and career academies/high schools we are the fifth largest district in the state of Kansas and our student population is approximately 56 Hispanic 24 African American 9 White and 6 Asian. To serve our students the district employs approximately 4000 employees including more than 1800 teachers.

JOB GOAL:To enable each student through safe and efficient transportation to take full advantage of the complete range of curricular and extracurricular activities offered by the Districts Schools within the limits established by the Board of Education in accordance with the Kansas State Department of Education.

Responsibilities for general administration of student transportation programs shall be subject to the direction of the Executive Director of Operations Chief Operating Officer and Superintendent of Schools with a delegation of responsibility through the Assistant Superintendent for Instructional Support Services.

ESSENTIAL FUNCTIONS:

  • The essential function shall foster the mission of the School District. The Directors work shall strengthen instruction strengthen relationships strengthen community connections and strengthen belief in students and ourselves.
  • Develop and administer a transportation program to meet all the requirements of the daily instructional program and extracurricular activities.
  • Cooperate and support school principals and others responsible for planning school trips.
  • Supervise the preparation of routes for all public schools within USD 500 boundaries.
  • Supervise the preparation and updates of the bus schedules for all public schools within the USD 500 boundaries.
  • Attend all appropriate committee staff and community meetings.
  • Advise and inform building administrators when school transportation statutes and regulations need clarification.
  • Determine future equipment and personnel needs based on the number of students transported distances traveled grade levels and the time it takes to complete the routes.
  • Determine future transportation needs based on resident student projections and demographics
  • Enlist qualified contractors to service those requests that cannot be managed by district equipment and employees and ensure appropriate contracts are approved.
  • Conform to all local and state laws and regulations regarding school transportation.
  • Maintain safety standards in conformance with state and insurance regulations.
  • Supervise the development of a preventative safety programing to include employee safety meetings.
  • Provide appropriate information related to school and community stakeholders in order to facilitate ourstudentseducational needs.
  • Take an active role in solving discipline problems occurring on school buses and act as a liaison with parents for complaints and special requests.
  • Prepare the Transportation Budget.
  • Authorize purchases in accordance with budgetary limitations and district policies.
  • Approves and forwards transportation service invoices to schools and the purchasing department.
  • Supervise plans for preventative maintenance for all transportation nutritional services library vehicles van equipment and miscellaneous vehicles and fuel inventory reports.
  • Supervise the transportation of payroll on a biweekly basis.
  • Supervise all matters related to accidents and insurance reporting.
  • Supervise the submission of all reports required by local state and federal authorities.
  • Supervise the recruiting and training of all Transportation personnel.
  • Make recommendations on employment transfer promotion and termination of all transportation employees.
  • Advise the Chief Operating Officer and or Superintendent on road hazards to assist with the decision on school closings during inclement weather.
  • Act on transportation safety and customer service issues from a variety of sources from administrators parents teachers students bus drivers and bus aide monitors for the purpose of correcting immediate safety concerns and/or making recommendations for resolution and/or improvement.
  • Communicates with a variety of outside agencies from the KCKPD UG community members and the media for the purpose of ensuring safe bus operation and compliance with State safety and inspection schedules.
  • Coordinates a variety of assigned department activities and programs (e.g. training assignments etc. for the purpose of delivering services on compliance with established guidelines.
  • Investigates conflicts and accidents involving school buses and/or department personnel for the purpose of making recommendations according to district procedures.
  • Maintains a variety of manual and electronic files and/or records (e.g. employee records safety reports training materials route information incidents conflicts etc. for the purpose of providing uptodate reference and complying with regulatory requirements and established guidelines.
  • Oversees the development and maintenance of daily and special bus routes for the purpose of ensuring safe timely and efficient delivery of students to intended locations within all relevant safety and transportation regulations.
  • Prepares a variety of standard and special reports and documents (e.g. route safety accident and/or incidents video tape observations etc. for the purpose of documenting activities providing written support and/or conveying information.
  • Performs other related work as required.

QUALIFICATIONS:

  • Bachelors Degree in Related Field or equivalent work experience
  • Minimum 5 years in a school related leadership role
  • Understanding of systems required to run an effective transportation operation (mechanical software training)
  • Effective problem solver and decision maker.
  • Preferred to have the ability to secure a CDL License with a good driving record.

COMMUNICATION / ORGANIZATION:Maintains communication with internal and external stakeholders such as Board of Education Educational Agencies Federal/State/Local agencies teachers other school personnel parents/guardians businesses and community to enhance cooperative action which will meet the educational needs of students. Compiles data for statistical purposes. Maintains confidentiality regarding district records. Ability to speak clear and concisely in written or oral communication. Includes giving instructions assignments or directions to subordinates or assistants as needed to carry out duties.

REASONING ABILITY:Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form. Requires the ability to compare and/or judge the readily observable functional structural or composite characteristics of data people or things.

LANGUAGE SKILLS:Functions of the job include: pertinent laws codes policies and/or regulations; personnel processes; curriculum adoption process; program planning and development; and learning styles and curriculum models. Ability is required to schedule a number of activities meetings and/or events; often gather collate and/or classify data; and use jobrelated equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or problem solving is required to analyze issues and create action plans. Problem solving with data frequentlyrequires independent interpretation of guidelines; and problem solving with equipment is moderate to significant.
