Job Description

Des Moines Public Schools is looking for and accepting applications from dynamic leaders searching for an executive leadership inHuman Resourcesfor ourChief Talent and PersonnelOfficer position.

The salary range shared below represents the minimum to the midpoint of the salary range. Candidates offered employment will be compensated based on skills work experience and education. This position will also qualify for a 14 Tax Sheltered Annuity (TSA) in addition to the base salary.

Des Moines Public Schools offers single and family health benefits at no cost to our employees and up to $6000 towards relocation costs.

TITLE:Chief Talent and Personnel Officer

POSITION TYPE:ADMIN

REPORTS TO:Superintendent

HIRING SPECIFICATIONS:

Required Education and Experience:

  1. Masters Degree in Education Administration Human Resources or similar field.
  2. Society of Human Resources Management Certification current in progress or willingness to obtain within the first year of employment.
  3. Evaluator Approval or willingness to obtain.
  4. Five years previous experience in supervision of a human resources department or related work.

Desired Education and Experience:

  1. Doctorate Degree in Education Administration/Leadership or related field.
  2. Iowa Professional Administrator certification.
  3. Iowa Superintendents license.
  4. Previous administrator experience in a school district.

Skills Knowledge and Abilities:

  1. Knowledge of federal and state employment law comprehensive agreements and district policies.
  2. Experience with salary negotiations and contract interpretation for certified and classified bargaining units.
  3. Strong background in business skills job analysis job description development hiring best practice and knowledge of employment law.
  4. Ability to use computer technology including word processing spreadsheets and databases.
  5. Ability to work effectively with people mediating disputes solving problems updating and improving processes.
  6. Ability to represent the district positively in a variety of public settings.
  7. Strong oral and written communication skills.
  8. Personal integrity in the of job duties.
  9. Sensitivity to the needs of individual employees as well as to the welfare of the district.
  10. Demonstrate discretion in performance of job duties.

BASIC FUNCTION

The Chief of Talent and Personnel is responsible for the development and of a human resources strategy that supports Des Moines Public Schools strategic plan specifically in the areas of succession planning talent management change management organization and performance management training and development equity and diversity. This position requires continuous use of independent judgment. The essential functions as shown below represent only the key areas of responsibility; specific position requirements will vary depending on the needs of the district.

ESSENTIAL FUNCTIONS:

  1. Develop short and longrange goals and objectives including plans to implement and evaluate district staffing plans; recruit retain and evaluate a highquality workforce; manage department resources; maintain competitive and equitable classification and compensation structures as well as communications with internal customers central administration staff and the community.
  2. Serve as advisor to the superintendent on all personnel negotiations and human capital issues.
  3. Coordinate support for principals and other administrators in all matters regarding evaluation and performance improvement plans.
  4. Provide leadership to staff in preparing and implementing programs and services relative to staffing in alignment with the districts strategic plan including a formal district hiring process.
  5. Visit schools and classrooms to be informed of actual teaching learning and leadership practices and to maintain positive working relationships with principals and staff.
  6. Supervise and evaluate department staff.
  7. Lead process for staff terminations retirements resignations and reductions in force.
  8. Collaborate with other chief officers and executive directors.
  9. Evaluate new and established human resources programs procedures and systems.
  10. Cooperate with all administrators in providing an effective efficient and equitable total school and district program; collaborate with district administrators to forecast staffing needs; select assign evaluate and terminate staff.
  11. Actively cultivate partnerships with institutions of higher education and other business and community partners to further district goals.
  12. Represent Des Moines Public Schools effectively in the community state and nation.
  13. Motivate others to achieve personal building and district goals.
  14. Attend board of directors meetings and assume various district committee responsibilities.
  15. Serve as a member of the superintendents cabinet.
  16. Lead organizational efforts to develop and implement alternative compensation systems.
  17. Lead efforts to recruit retain and evaluate a highquality workforce.
  18. Assist in monitoring school improvement processes including assignment of staff employee evaluation and progress monitoring.
  19. Participate in public engagement processes to further the mission of public education.
  20. Assist in the development of the annual budget including forecasting district needs and priorities.
  21. Revise and align district human resources policies with state and federal requirements particularly in regard to the ESEA OSHA and EOE.
  22. Serve as a member of the negotiation team.
  23. Supervise risk management and wellness.
  24. Prepare board agenda information regarding personnel and other related items.
  25. Supervise the grievance process.
  26. Follow the negotiated agreements board policy and employment law in decision making.

PHYSICAL REQUIREMENTS:Standing walking sitting bending/stooping reaching/pushing/pulling lifting and carrying

WORKING CONDITIONS: Indoors
