Job Description:

Responsibilities

Health Research Inc. is seeking an Evaluation Specialist I to work within the Bureau of Communicable Disease Control (BCDC). The incumbent will join a growing and vibrant team of public health epidemiologists who are working to improve the lives of New York State residents through wastewater surveillance testing and the development of novel approaches to detect and manage emerging infectious disease. The Evaluation Specialist I will be part of the BCDC Quality Improvement Performance Management Program working in support of the NYSDOH Wastewater Surveillance Center of Excellence. The Evaluation Specialist I will assist with preparation of human communicable disease surveillance data in support of wastewater surveillance initiatives. The Evaluation Specialist I will be responsible for extracting electronic laboratory data and communicable disease case investigation data for conditions where wastewater surveillance may prove useful as a supplement to traditional surveillance. The incumbent will assist in cleaning deduplicating deidentifying and packaging human surveillance data for use in mapping background human disease morbidity to the wastewater surveillance data. The incumbent will work with colleagues in BCDC as well as in the Center for Environmental Health Wadsworth Center Laboratories and state contractors during the model training and development process to ensure that metadata regarding human surveillance data are appropriately interpreted. The Evaluation Specialist I will assist in model development and will be part of a team that develops translation and dissemination plans for the resulting case surveillance datawastewater modeled data.

Minimum Qualifications

Bachelors degree in Public Health Epidemiology Statistics or a related field in Biological Sciences or another related field and one year of experience in the evaluation and/or analysis of health human services or related programs and/or fields; OR an Associates degree in a related field and three years of such experience; OR five years of such experience. A Masters degree in a related field may substitute for one year of such experience.

Preferred Qualifications

At least one year of experience with communicable disease surveillance or evaluation activities. Knowledge of communicable disease laboratory testing/interpretation/reporting and application of standardized surveillance protocols for data collection. Working knowledge of public health surveillance systems and electronic laboratory reporting systems. Experience with IT systems and/or large populationbased or other health related data sets (e.g. SPARCS ECLRS) disease registries health informatics and working with confidential data. Knowledge of programming tools such as SAS R and/or SQL.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting grant deliverables and contract deliverables is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel up to 25 of the time may be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York New Jersey Connecticut Vermont or Massachusetts prior to hire. Telecommuting will be available.

This position requires occasional work on weekends afterhours and holidays.

Exposure to potentially hazardous substances may be involved with this position. Therefore the incumbent in this position may be required to wear personal protective clothing and equipment.
