Position Summary

The Manager of Fiscal Operations is responsible for directing and overseeing all fiscal unit activities; planning and scheduling workflow and the prioritization of daily operations; assigning projects to personnel; ensuring that the proper funding contractual requirements and fiscal documents are in place to support priority programs and activities. Working with and reporting to the Deputy Chief of Operations and Finance this position will be responsible for ensuring the achievement of all fiscal and contractual requirements supporting statewide highway operations program priorities and performance objectives throughout the state.

The Manager of Fiscal Operations is responsible for overseeing all fiscal operations managing the budget and providing strategic guidance to optimize resource allocation. The Manager of Fiscal Operations will collaborate with cross functional teams to ensure compliance with Commonwealth policies uphold fiscal integrity and drive efficiency in financial management for the budgetary district and throughout the Highway Division.

This position plays an active role in supporting a spending plan of more than $200 million annually.

Duties and Responsibilities

  • Direct and supervise all fiscal operations including financial transactions financial record retention and financial reporting as well as the work product of assigned staff.
  • Ensure that all fiscal transactions are conducted in accordance with state finance law and the laws regulations policies and procedures of the Office of the Comptroller.
  • Lead a team of 25 finance professionals emphasizing the delivery of quality work and strict compliance with Commonwealth and agency requirements.
  • Oversee and facilitate requests for expenditures with encumbrance documents and valid contract agreements to ensure the availability of funds for payment.
  • Provide guidance and oversight and work proactively with fiscal staff to facilitate requests for expenditures for essential goods and services to support operational priorities and activities.
  • Manage fiscal year contracts and monitor encumbrance funding.
  • Review and approve tens of thousands of vendor payments.
  • Oversee budget to actual reconciliations for all budgetary units object codes and appropriations within the budgetary district to support decision making.
  • Provide analytical expertise and address inquiries promptly.
  • Participate in contract life cycle management budget development reporting tracking forecasting.
  • Standardize financial procedures and protocols throughout the budgetary district.
  • Coordinate and provide technical assistance and compliance support for all fiscal operations grants and interdepartmental agreements.
  • Monitor budget track expenditures analyze variances and provide recommendations for corrective actions as needed.
  • Forecast and anticipate financial trends identify potential risks and opportunities for costsaving measures.
  • Prepare financial reports and work with manager to formulate future fiscal year budgets.
  • Develop and implement procedures and internal controls to ensure compliance with state laws and regulations.
  • Foster a collaborative and inclusive work environment that promotes effective communication teamwork and continuous improvement.
  • Address and troubleshoot expenditure and contractual issues with appropriate internal and external stakeholders and management.
  • Respond to highway operations fiscal inquires identify problem areas and establish corrective measures and processes.
  • Build and maintain positive relationships with internal and external partners to ensure transparent and effective financial operations.
  • Oversee record retention for all financial transactions in accordance with established policies and procedures.
  • Perform related duties as required and assigned.

Preferred Qualifications

  • Applicants must have 5 years of professional administrative supervisory or managerial experience in fiscal management work of which at least one year was in a project management supervisory or managerial capacity with strong leadership and facilitation skills.
  • Demonstrated experience working in financial management and with large and complex budgets.
  • Extensive knowledge of managing state fiscal systems knowledge of accounting practices within public sector systems and understanding of state budgeting processes.
  • Excellent communication and relationship building skills with an ability to prioritize negotiate and work with a variety of internal and external stakeholders.
  • Experience developing and implementing procedures for process improvement internal controls and tracking and monitoring compliance with state requirements.
  • Strong interpersonal skills to lead influence and encourage others.
  • Strong leadership project management and time management skills.
  • Demonstrated ability to set priorities identify and implement strategies to solve problems and manage multiple tasks simultaneously to successful completion.
  • Capacity to supervise staff including performance appraisal employee coaching team development training and professional development.
  • Experience managing bond funding.
  • Demonstrated experience in collaborating effectively with program and fiscal staff translating between these realms to support communication and effective workflow.

I. A certificate in a relevant or related field may be substituted for one 1 year of the required (A) experience.

II. A Bachelors degree in a related field may be substituted for two 2 years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three 3 years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four 4 years of the required (A) experience.
