THE POSITION

This recruitment is being conducted to fill one fulltime vacancy. The list established by this recruitment may be used to fill future fulltime parttime limited term and temporary vacancies for up to one year.

The City of Vallejo is seeking a candidate for one Plan Check Engineer position as a collaborative member of the Citys Planning and Development Services department.

The ideal Plan Check Engineer candidate will perform professional engineering work in analyzing checking and approving building plans and specifications of large or complex buildings and structures; reviews building plans and specifications for structural design and compliance with applicable building and safety codes related laws ordinances and regulations; inspects buildings for conformance to codes and compliance with approved plans; and performs other related work as assigned.

THE DEPARTMENT

The Planning and Development Services Department is organized across three divisions: Planning (Current Planning and Advanced Planning) Building and Administration. The Department provides several vital services to the Vallejo community including longrange planning for future City development; processing building and land use applications; facilitating the development review process; issuing permits and inspecting for code compliance; facilitating green building practices; as well as other policy work as required.

THE CITY OF VALLEJO

The City of Vallejo is located in Solano County and has a population of approximately 125000 residents. Vallejo is a rapidly changing highly diverse community located midway between the cities of San Francisco and Sacramento. DISTINGUISHING CHARACTERISTICS
The Plan Check Engineer is responsible to perform independent building and plan examinations concerning the construction or alteration of industrial commercial and residential structures and determining compliance with applicable codes laws and regulations. Assigned duties call for skillful and resourceful application of engineering concepts standards and related policies procedures and techniques. Incumbent(s) may also provide functional supervision by providing technical guidance to field and office staff and may act as the Chief Building Official in his/her absence.


SUPERVISION RECEIVED AND EXERCISED
Supervision is provided by the Chief Building Official.

Responsibilities may include direct or indirect supervision over assigned staff.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES

EXAMPLES OF DUTIES:The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Reviews permit applications plans calculations and specifications of buildings and structures for compliance with structural design grading soil reports energy standards accessibility standards safety standards and general conformity to applicable ordinances laws and state building codes.

Consults with architects engineers designers property owners and contractors regarding structural and safety requirements of building design; answers questions and gives instructions to architects engineers contractors and others regarding building requirements and requirements for compliance standards; issues permits after plan review approval.

Assists the Chief Building Official in developing and revising operational procedures and systems especially for plan checking; may provide functional supervision to technical and office personnel related to assignments.

Performs complex field inspections for all types of construction to ensure compliance with applicable codes and regulations as necessary.

Performs investigation of field problems relating to building code compliance; collects the necessary data to develop recommendations; meets with the appropriate parties to discuss implementation of recommendations; consults with architects engineers and contractors concerning code requirements and building design; seeks to solve engineering problems as necessary.

Provides engineering information including requirements related to applicable building and safety codes and related laws and ordinances; arranges and participates in meetings with other engineers developers and the general public on related plan checking engineering problems; may attend and present information at public meetings.

Performs investigations of existing buildings for hazardous conditions structural failures or need for maintenance or repair as assigned.

Checks plans and specifications for earthquake wind and structural load design for buildings structures machinery and equipment.

Prepares structural calculations and cost estimates.

Formulates recommendations regarding use of consultants and monitors performance and consulting contracts.

Assists in resolving disputes between building inspection staff and developers contractors architects engineers and the general public in relation to plan checking.

Prepares and maintains forms records reports and special studies relative to plan checking and inspection activity; keeps informed of new building design and construction methods and materials.

May act as the Chief Building Official in his/her absence. May assist supervisor by planning work assignments and providing instruction to other employees.

KNOWLEDGE SKILLS AND ABILITIES / MINIMUM QUALIFICATIONS

KNOWLEDGE OF:

Modern principles methods and practices of civil or structural engineering including the strength properties and uses of materials in building construction.

Applicable laws ordinances codes and regulations governing building construction including state and federal laws and regulations.

Uniform building electrical mechanical plumbing energy fire accessibility and housing laws ordinances and codes.

Legal procedures involved in code enforcement.

Safe work practices; management and supervisory principles and practices; computer usage and related applications.

ABILITY TO:

Read and interpret blueprints and construction drawings.

Examine and correct building plans calculations and specifications in a uniform and accurate manner.

Make structural calculations necessary to determine the adherence of structural plans to code requirements.

Perform complex field inspections of construction sites.

Interpret apply and explain constructionrelated codes regulations and policies.

Communicate building inspection requirements policies and decisions to the public in a courteous and effective manner.

Establish and maintain effective working relationships with other City staff public officials engineers architects construction professionals outside agencies and the public.

Provide technical assistance to building division staff related to plan checking.

Make structural calculations necessary to determine the adherence of structural plans to code requirements.

Make accurate arithmetical computations.

Evaluate and improve systems and procedures related to the building division.

Maintain records and prepare clean and comprehensive reports and correspondence on administrative and technical issues.

Analyze plans and detect code violations.

Effectively utilize computer applications and technology related to the work.

Communicate effectively both orally and in writing.

Experience and Training Guidelines
Experience and Education Any combination of education and experience that would likely provide the required knowledge skills and abilities is qualifying. A typical way to obtain the knowledge skills and abilities would be:
Experience:
Four years of progressive experience in an engineering discipline (e.g. structural architectural or civil) including the checking of building plans for compliance with legal requirements and some experience in inspection work related to building code compliance.

Education:
A Bachelors degree from an accredited fouryear college or university with a major in civil or structural engineering or a closely related field.

License or Certificate:
Possession at the time of hire and continued maintenance of a valid California Class C Drivers License and a safe driving record are required.
Possession of a current and valid Registration as a Professional Engineer in the State of California is required.
Possession of an International Code Council (I.C.C. Plans Examiner Certificate is highly desired and will be required in order to pass probation.

*Any license certification or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with City of Vallejo. For continued employment with City of Vallejo you must maintain such license certification or registration to meet the minimum qualifications of this position.

SUPPLEMENTAL INFORMATION

SUPPLEMENTAL INFORMATION

Working Conditions
Most of the work of this class is performed indoors; however some field work may be performed. Incumbents must be able to perform physical tasks which may include prolonged sitting standing walking reaching twisting turning pushing pulling kneeling bending squatting and stooping in the performance of daily activities. The position also requires grasping repetitive hand movement and fine motor coordination when using a computer keyboard or mobile data terminal. Near vision is required when writing reports and other documents and far vision is required when in the field. Acute hearing is required when providing phone and personal service. The need to lift carry and push tools and supplies weighing up to 20 pounds is also required. The job duties will expose the employee to the outdoors which may include exposure to inclement weather conditions noise fumes dust air contaminants and heavy traffic conditions. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

The Recruitment & Selection Process

2. Applications will be screened for overall qualifications the week of May 5 2025.

3. Applicants who meet the minimum qualifications will have their supplemental responses scored by subject matter experts the week May 12 2025. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview.

4. Oral Panel Interviews are tentatively scheduled to take place the week of May 26 2025. Oral Panel Interviews are weighted at 100 of the candidates score. Candidates must achieve a minimum passing score of 70. Those achieving 70 or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

The City reserves the right to limit the number of candidates to those determined to be best qualifiedbased upon all requested application materials including training and experience current resumeand responses to supplemental questions.

5. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
