Job Description

WHO WE ARE

We are the Metropolitan Council the regional government for the sevencounty Twin Cities metropolitan area. We plan 30 years ahead for the future of the metropolitan area and provide regional transportation wastewater and housing services. More information about us on our website. The candidates permanent residence must be in Minnesota or Wisconsin.





The range of BSA responsibilities and tasks include (but are not limited to): database administration; server administration; software installations patching and upgrades; device/hardware support (e.g. computers and mobile devices); first responder for systems troubleshooting and service inquiries; closed loop management of largescale Operational Technology (automated material handling and storage systems); data mining transformation and warehousing; programming/coding and scripting; application development; root cause and statistical analysis; financial reporting and auditing; inventory optimization; business process (re)design and documentation; business and use case development; lifecycle management (including divestiture); vendor management; contract management; technology sourcing; training and development; and project management.

This posting will create a sixmonth eligible list for current and future openings.

What you would do in this job

BSA 2:
Management of departmentalspecific Supply Chain Operational Technology (OT) Information Technology (IT) and associated capabilities:

Management of Supply Chain reporting and analysis:
  • Holistic management of all recurring/structural and ad hoc departmental reporting and visualizations/dashboards
  • Recurring and periodic statistical analysis root cause analysis report development and data mining transformation warehousing deployment presentation and interpretation
Management of Supply Chain systems and technology:
  • Technical liaison to all departmental staff and with other departments personnel and enterprise support groups
  • First line of support and remediation within department for technology inquiries from staff and errors generated by departmental and enterprise systems and technology
  • Lead and drive completion of any fixes and enhancements to ISsupported systems particularly ERP or Enterprise Asset Management (EAM)
  • Managing life cycle (e.g. upgrades patches etc. and endoflife activities for all departmental technology
  • Managing all departmental technology procurement processes refreshes and leases (e.g. laptops printers etc.
  • Administering all data access identity management roles and permissions processes for the department
  • Systems and data lead in support of all departmental capital projects and facility expansions/movements
  • Establishing need for sourcing and implementing solutions in the areas of business intelligence collaboration document retention and content management
  • Identification and development of solutions (e.g. available/supported in the enterprise custom or commercialofftheshelf) to address any process workflow or data integration gaps (including interdepartmental and enterprisewide)
  • Leading largescale departmental business system implementation projects from endtoend including directing internal and enterprise staff and resources
  • Technical lead in all enterprise IS efforts affecting departmental technology and operations
  • Technical liaison and leader in support of pending ERP system migration
  • Represent department on various enterprise technology governance standards security and project management efforts initiatives and teams
Support of critical Supply Chain programs:
  • Departmental metrics/KPIs
  • Inventory obsolescence Recovery (e.g. auctioning business processes) and waste stream management
  • Inventory optimization Applying statistical optimization and forecasting techniques to balance cost and service levels
  • Inventory reverse logistics Centralized pooling of inventory and buffers to further availability optimization and cost avoidance
  • Inclusive of all data mining transformation integration warehousing and deployment
  • Includes all system design sourcing development distribution/visualization interpretation and any associated IT service agreements and licensing
Provides work direction to departmental staff as required.

Performs other related duties as assigned.

BSA 3:
The BSA 3 position is inclusive of all the job duties above but also engenders a broader understanding of business systems available and employed a greater degree of independent judgment exercised further autonomy and responsibility to perform more complex modifications and configurations within the business systems and independent extensions and transformations of systems data and capabilities that facilitate decisionmaking and improve business processes. BSA 3 incumbents have a significant role in system and platform selection analysis problem identification and recommendation/presentation of solutions and enhancements to upper management. BSA 3 positions lead organizationwide teams on system implementation projects and serve as a champion for business process improvements.

What education and experience are required for this job (minimum qualifications)

BSA 2 NonRep Grade G:


Any of the following combinations of progressively responsible experience in management analysis and business systems administration or related experience in a Business Analyst capacity and closely related experience ANDcompleted education in Management Information Systems (MIS) Computer Science Supply Chain Management (purchasing operations management and logistics) Finance Business Administration or closely related field.

  • High school diploma/GED with seven 7 years of experience.

  • Associates degree with five 5 yearsof experiences.

  • Bachelors degree or higher with three 3 years of experience.

  • Masters degree with one 1 year of experience.


BSA 3 NonRep Grade H:

Any of the following combinations of progressively responsible experience in management analysis and business systems administration or related experience in a Business Analyst capacity or closely related experience ANDcompleted education in Management Information Systems (MIS) Computer Science Supply Chain Management (purchasing operations management and logistics) Finance Business Administration or closely related field. A minimum of one 1 year of experience must include performing configurations and modifications within specific business systems or extracting transforming and deploying system data to facilitate operational decisionmaking and business process improvement.

  • High school diploma/GED with eight 8 years of experience.

  • Associates degree with six 6yearsof experiences.

  • Bachelors degree or higher with four 4 years of experience.

  • Masters degree with two 2 years of experience.



What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience working and collaborating in diverse multicultural and inclusive environments.
  • At least two 2 years or more experience utilizing and interpreting various coding languages and SQL to support business systems projects analysis reporting and operational processes
  • At least one 1 year or more experience working on large technology projects in a technical or analytical capacity
  • Specific project experience migrating ERP systems business processes and data requirements to a new software and platform
  • At least one 1 year or more experience producing business analyses or metrics that require root cause analysis statistical calculations and the use of large data sources
  • At least one 1 year or more experience documenting and training staff on the use of departmental and enterprise business systems and processes
  • At least one 1 year or more experience working in warehousing distribution logistics (i.e. transportation) inventory management manufacturing or operations planning and scheduling

What knowledge skills and abilities you should have for this job:
  • Development implementation and enhancement of collaborative workflow or processbased software systems and visualization/dashboard toolsets that involves the extension and transformation of data sources.
  • Application of statistical techniques methodologies and algorithms.
  • Practical experience managing master data (Master Data Management (MDM) and operational data in support of business operations.

Work Environment
Work is performed in a standard office setting. Some positions may require travel between primary work site to other sites.
