IMMEDIATE VACANCIES:
Department of Finance Permanent FullTime
Department of Parks and Recreation Permanent FullTime

IMPORTANT: SR22 (Appointment may be made at any rate within the salary range from $5258 SR22D to $6153 SR22H per month at which appropriate qualified applicants can be recruited).

Assists in the development and design of planning projects through the conduct of research studies and collection analysis and application of socioeconomic physical and other data for a phase or phases of a planning project; may supervise others in the conduct of planning studies; and performs other related duties as assigned.

Distinguishing Characteristics:

This class differs from that of Planner III in that the Planner IV assists in the design and development of comprehensive planning projects; whereas the Planner III is primarily concerned with the conduct of research studies and surveys pertinent to community planning.

This class differs from that of Planner V in that the Planner IV assists in the development design and conduct of community planning projects and may assume full responsibility for specific phases of a planning project of limited scope; whereas the Planner V independently performs the full range of responsible professional planning work in the development design and conduct of community planning projects.

Examples of Duties

The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Assists in the design development and processing of developmental and general plans involving present and future zoning land use housing recreation transportation urban renewal capital improvement programs and other planning areas;
  • Analyzes and utilizes social economic demographic and physical data and reports and recommends proper zoning land uses building types remedial course of action etc.;
  • Plans and supervises the conduct of data collection surveys necessary for sound planning;
  • Conducts analytical studies to establish standards of measurement relating to land use mixes emerging patterns and trends and other similar problems;
  • Participates in the preparation of technical reports maps graphs etc. necessary to support or illustrate plans;
  • Interviews governmental and business officials for factual information judgments and opinions related to the assigned study;
  • Evaluates data or new concepts from technical journals bulletins books etc. and prepares interpretive reports on their application to local situations;
  • May act as liaison between the department and any external planning group involved in an assigned project.
This is an amendment to the specification for the class PLANNER IV approved as PLANNER I on August 7 1968 and amended and retitled as PLANNER IV on September 18 1968 amended September 21 1992 amended May 21 2012 effective August 8 2013.

Minimum Qualification Requirements

Training and Experience: as applicable for specific specializations:
  • Zoning Enforcement and Administration Specialist: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelors degree in urban or regional planning architecture landscape architecture civil engineering geography economics sociology public administration or a related field; and two and a half 2 years of research or analytical experience involving compilation examination analysis and interpretation of statistical and other data one 1 of which shall have consisted of experience involving the review and processing of complex plans and specifications of development projects for compliance with the provisions of zoning subdivision and land use laws rules codes ordinances and regulations.
  • Cultural Resource Specialist: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelors degree in urban or regional planning architecture Hawaiian studies archeology history anthropology or a related field; and two and a half 2 years of research or analytical experience involving the compilation examination analysis and interpretation of statistical and other data one 1 of which shall have consisted of experience involving cultural resource management historic preservation Hawaiian or pacific island studies and history.
  • General Plan Specialist: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelors degree in urban or regional planning architecture landscape architecture civil engineering geography economics sociology public administration or a related field; and two and a half 2 years of research or analytical experience involving the compilation examination analysis and interpretation of statistical and other data one 1 of which shall have consisted of experience involving community planning.
Substitutions Allowed:
  • In addition to meeting the minimum educational requirement applicants with a bachelors degree in urban or regional planning from an accredited college or university shall be given credit for onehalf year of the required research or analytical experience in social economic or community development/planning experience.
  • A masters degree from an accredited college or university in architecture civil engineering ecology sociology economics business or public administration or a related field with emphasis in the application of research and analytical methods and techniques from an accredited college or university is qualifying for one and onehalf 1 years of the required research or analytical experience in social economic or community development/planning experience.
  • A masters degree from an accredited college or university in urban and regional planning may be substituted for two 2 years of the required research or analytical experience in social economic or community development/planning experience.
License Requirement: Possession of a valid motor vehicle drivers license (equivalent to State of Hawaii Type 3 maybe required for specific positions.

Knowledge of: research methods and statistical procedures; principles and practices of public planning zoning and land subdivision; state and local government structure; principles and practices of public financing; socioeconomic research; and standard sources and use of socioeconomic information.

Ability to: develop planning ideas and recommendations which are in accordance with laws regulation and public interest; collect analyze and interpret data pertaining to planning and zoning situations; prepare graphs charts and other presentations; prepare reports.

Health and Physical Condition:

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

This is an amendment to the minimum qualification specification for the class PLANNER IV approved August 7 1968 as a PLANNER I amended and retitled as PLANNER IV September 18 1968 amended September 21 1992 amended August 10 1998 amended October 20 2008 amended May 21 2012 effective August 8 2013.
