Harris County Pollution Control Services Department (HCPCS)Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air water and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County consistent with the protection of public health enjoyment of property and the protection of plant animal and marine life.What you will do for Harris County Pollution Control
Under the supervision of the Compliance Services Manager the Compliance Services Supervisor protects the environment by bringing noncompliant entities into compliance through cooperation training or enforcement activities. Responsibilities include the supervision of section staff.
Duties and Responsibilities:
Job Tasks- Review investigation reports and draft violation notices.
- Determine whether violations have been resolved and/or will require reinspection.
- Conduct timely followup with violators and complainants.
- Coordinate reinspections with Compliance Investigators.
- Process all required legal notices for departmental enforcement actions.
- Supervise / evaluate work performance of staff.
- Work with Paralegal on information gathering and case preparation
- Assist Compliance Manager on review of Tax Abatement
- Ensure that confidential litigation information is not released to the public.
- Provide records to governmental agencies where appropriate and upon request.
- Maintain electronic document system.
- Maintain statistics on enforcement activities including criminal and civil court cases violations etc.
- Additional duties as assigned by Department Leadership.
- Respond to environmental emergency events as needed.

Requirements
Education:
Bachelor of Science degree from an accredited college or university.
Knowledge Skills and Abilities
- Working knowledge of state and federal environmental regulations.
- Knowledge of civil court procedures.
- Good verbal and written communication skills.
- Good negotiation skills and critical thinking skills.
- Basic Math skills to calculate penalty amounts.
- Ability to determine work priorities assign work and ensure proper completion of work assignments.
- Ability to use Microsoft Office programs Information Management Systems and databases

- Regulatory and enforcement experience (preferred)
General Information
Position Type and Typical Hours of Work:
Full time Monday Friday 8:00 am to 5:00 pm.
After hours and/or weekend work on occasion. On call during emergency events natural disasters etc.
Reporting Relationships:
- Reports to Position:Manager Compliance
- Supervised Positions: Compliance Investigator(s)
Work Environment and Physical Demands:
- This role involves operating within an office and outdoor setting implying that a significant portion of the tasks and responsibilities require field work in industrial facilities.
- The physical demands may involve lifting and moving objects weighing up to 20 pounds.
- Possible work exposures: Dangerous chemicals inclement weather or various temperature changes.
Employment may be contingent on passing a drug screen and meeting other standards.
