Job Description

Title: Mainframe Programmer

Required/Preferred Skills:
  • 8 years Required Experience as a Mainframe Developer/Programmer Analyst with Natural programming
  • 8 years Required Demonstrated foundational experience with largescale complex mainframe productions systems
  • 8 years Required Handson experience in design implementation and productions support of applications
  • 8 years Required Mainframe Development background in design analysis and coding: Natural programming TSO/ISPF JCL and DB2.
  • 8 years Required VSAM files.
  • 8 years Required Excellent interpersonal and communication skills for working in a global environment

The Worker(s) will provide the following services:
  • An experienced and skilled mainframe developer with strong proficiency in Natural programming languages.
  • Must have extensive and proven experience as a Natural developer and an indepth understanding of mainframe systems.
  • The candidate will provide support for development architecture and overall administration for projects and for mainframe operations.
  • Strong problemsolving skills and the ability to troubleshoot complex technical issues.
  • Design develop and maintain Mainframe Natural programs and Job Control Language (JCL) to meet project and operational needs.
  • Be part of project and operations teams to develop necessary analysis and documentation in a collaborative way.
  • Adhere to change control processes and procedures defined by agency. Interface with business and Information Technology (IT) teams to understand business needs and translate requirements into formal technical requirements and application code.
  • Together with application users identity the possibility of the automation of existing manual processes through the data integration of mainframe and external (nonmainframe) systems.
  • Work with IT support teams to ensure support and project requirements are developed and implemented successfully.
  • Develop and execute unit test and system test plans to validate that application changes meet technical specifications.
  • Responsible for full System Development Life Cycle. Develop or assistin developing test plans and test activities and/or execute test components to ensure new programs meet business requirements and function as needed.
  • Review and assist in reviewing documentation and performing quality assurance to ensure compliance with program requirements and procedural standards for the assigned project.
  • Maintain a reliable and predictable work schedule.
  • Worker may be requested to work outside of normal business hours to sustain operations or complete urgent assignments.
  • Perform other duties as assigned to maintain operations.
Services shall be provided during normal business hours unless otherwise coordinated through TWC. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed. If the Vendor is headquartered in Texas this position is eligible for telecommuting from within the Continental United States. Conversely if the Vendor is not headquartered in Texas this position is eligible for telecommuting from within Texas only. Vendor employees must obtain approval in writing from their TWC supervisor to take TWC issued equipment to another continental State. Vendor employees are prohibited from taking TWC issued equipment outside of the continental United States. Such action may lead to immediate release from TWC employment.

Any and all travel per diem parking and/or living expenses shall be at the Workers expense.

The Worker(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for overtime work (required work hours exceeding the standard forty 40 hours per Business Week) will be at the quoted hourly rate and must be coordinated and preapproved through TWC.

This is a remote position. Ideal candidates must have a secure dedicated workspace with Internet service ability to maintain a reliable consistent work schedule and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours. Position may require team members to come into the office for scheduled meetings and there may be unscheduled requests with seventytwo 72 hour notice for any TWC business need. If applicable the office location will be at 101 E. 15th Street Austin Texas 78778.
