The San Francisco Public Utility Commission (SFPUC) is seeking a strategic and detailoriented financial professional with a strong background in budgeting financial analysis and procurement to serve as Budget and Procurement Lead for the Power Enterprise. The ideal candidate will have experience managing large capital budgets overseeing financial planning processes and working collaboratively with multiple stakeholders. They should be adept at problemsolving providing financial insights to support decisionmaking and leading a team responsible for complex budgetary and procurement functions.
This position will play a critical role in supporting SFPUCs capital investments in electrical infrastructure by managing the Power Enterprise Capital Improvement Plan (CIP) budget and ensuring financial oversight of major projects. As the primary liaison between the Enterprise SFPUC Finance team and SFPUC Project Controls the Budget and Procurement Lead will provide key analytical support to facilitate capital planning and . Additionally they will oversee a team of five analysts and administrators responsible for managing the operating budget and procurement functions.
ABOUT
The SFPUC is expanding its capital project portfolio to enhance San Franciscos clean energy infrastructure. To improve service for new and existing Hetch Hetchy Power customers SFPUC is investing in SFPUCowned electrical transmission and power distribution assets within the City and County of San Francisco. These investments aim to:
Increase control over the local electric distribution network.
Prepare for customer growth.
Ensure greater system reliability.
This position is essential in ensuring that SFPUCs capital investments are effectively planned and managed enabling the agency to meet its energy goals while maintaining financial and operational efficiency.

Under direction the CleanPowerSF Operations Supervisor will be responsible for providing leadership in delivering complex highly integrated accurate and responsive compliance reporting and analysis to state regulatory agencies and other entities; preparing accurate and timely reporting and analysis of program operating and financial statistics including renewable energy resources procured customer demand trends and program participation; and design development and implementation of renewable energy programs for CleanPowerSF customers. This position also monitors the highly complex operating fund budget(s) with values exceeding $100 million per year. The Performance Management and Compliance team is responsible for regulatory compliance filings; monitoring of CleanPowerSF program performance and analysis of program statistics; and program development and implementation of state regulatory initiatives all in furtherance of CleanPowerSFs local clean energy development goals. This position supervises professional Utility Specialist and Utility Analyst staff responsible for program performance monitoring renewable energy resource analysis energy program affordability and the development of other local clean energy programs and projects.

Qualifications :
Possession of a baccalaureate degree from an accredited college or university and seven(7 years of fulltime equivalent experience performing professional level analytical work. Qualifying professionallevel analytical work includes analysis development administration and reporting in major programs and functions of an organization in the areas of budgets contracts grants policy or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Masters degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration management business law contract law public policy urban studies economics statistical analysis finance accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one 1 year of required experience.
Additional experience as described above may be substituted for the required degree on a yearforyear basis (up to a maximum of 2 years). Thirty 30 semester units or fortyfive 45 quarter units equal one year.
