BRIEF AGENCY DESCRIPTION: The Land Use Planning Commission is a 9member citizen board that governs land use planning zoning and permitting in the unorganized and deorganized areas of Maine covering approximately 10.4 million acres. The staff is responsible for planning permitting compliance and administrative functions operating out of five regional offices and one central office in Augusta.

BRIEF JOB DESCRIPTION: The Programmer Analyst is a team member of the Land Use Planning Commissions (LUPC) planning staff which provides professional planning services for the unorganized and deorganized areas of the state. The LUPC strives to adapt sound land use planning principles to its unique and sparsely populated service area that covers almost half of the land area of Maine. The LUPC planning staff come from a variety of backgrounds and disciplines to work together to find creative and timely solutions to changing land use planning needs.

The Programmer Analyst plays several missioncritical roles within the LUPC including developing maintaining and enhancing the agencys mapping and data systems data quality and technology infrastructure and promoting positive communications and training about mapping and data both inside and outside the agency. The Programmer Analyst maintains and works on upgrades to the agencys Geographically Oriented Action Tracker database Official Land Use Guidance Maps and website. The Programmer Analyst also supports Planners in creating maps and gathering and visualizing data in support of various planning projects including regional planning initiatives and updating the Comprehensive Land Use Plan.

MINIMUM QUALIFICATIONS: A Bachelors Degree in Computer Sciences or an equivalent industry certification OR an Associates Degree in Computer Information Science with 1 year application development experience OR 2 years application development experience.

Preference will be given to applicants who demonstrate the following:

  • Knowledge and experience in programming particularly with Visual Basic (VB) Visual Basic for Applications (VBA) Python and SQL or other similiar relational database management systems.
  • Knowledge of program documentation procedures programmer productivity tools and aids and spatial analysis quality requirements process documentation and metadata preparation.
  • Ability to design develop test debug and maintain application programs as well as the ability to accurately digitize scientific engineering and land use data from maps and other media.
  • Competance in the use of ESRI GIS software for mapping and analysis particularly using ArcGIS Pro ESRI Enterprise Geodatabases ArcGIS Online Enterprise Portal Field Maps and Survey123. As well as expert level competency with all Microsoft Office products especially Microsoft Access.
  • Knowledge of the practices and principles of cartographic mapping with the use of topographic and mapping symbology along with knowledge of mapping reference and spatial reference systems.
  • Knowledge of reproduction techniques graphic design and layout used for maps.
  • Knowledge of resource analysis using multiple sources of mapped and tabular data in the ESRI ArcToolbox geoprocessing environment and with native database Open Geospatial Consortium (OGC) methods.

The ability to work successfully as a member of a project team; communicate effectively; and design develop test and maintain database management systems is essential. Education training and/or experience directly related to the operation development and/or maintenance of GIS systems is also necessary.
