JOB CONTEXT:
From February 2022 HI has reopened a Country Program in Ukraine to respond to the humanitarian needs triggered by the fullscale invasion of Ukraine by the Russian Federation. In 2025 HI pillars of interventions are:
- Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial support services (MHPSS) for conflictaffected vulnerable population.
- Protection: Given the scale of humanitarian and protection needs HI intervenes at various levels to ensure that vulnerable conflictaffected populations have access to multisectoral services tailored to their needs. In addition HI aims to foster a disabilityinclusive humanitarian response.
- Armed Violence Reduction: Ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this HI is conducting a multipronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP) adaptable to the evolution of the conflict and is looking at extending the AVR scope with NTS (NonTechnical Survey) activities (subject to accreditation approval) and Victim Assistance.
- Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings HI is providing cashbased transfers including MPCA (MultiPurpose Cash Assistance) and a disability topup.
- Humanitariantohumanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations HI proposes mutualized storage and transportation services to other humanitarian actors with a specific focus on lastmile transportation.
The security situation in Ukraine remains relatively stable although air alert is frequently active. However markets restaurants and cafes are open and life continues as normal. There is a strict curfew the hours depend on the region. Most attacks by RF target energy structures mainly power grids and power plants resulting in planned or unplanned disruptions of electricity water heating and occasionally internet across the country.
HI has 3 hubs one in the East (based in Dnipro with a sub base in Poltava) one in the North East (based in Kharkiv) one in the South East (based in Mikolaiv) and the coordination office is in Kyiv. HI staff is accommodated in guesthouses or in hotels (during business trips) usually near HI offices restaurants cafes shopping centers within walking distance and near a shelter (the shelter is either in the building or easy to reach).
Movements between sites can be made by car (Hi drivers) or by train depending of the region and time.
The security situation in Kharkiv city and the entire oblast remains tense. The Eastern part of the oblast is the frontline. The whole Northern part of the oblast is the border with Russia with some occupied territories which form another frontline. The city of Kharkiv itself is located 35 km from the border with Russia and shelling is frequent in the city. The curfew in Kharkiv oblast is from 23:00 to 5:00.
HI currently hosts two international staff in Kharkiv accommodated in guesthouses. HI office warehouse guesthouses and any HIvalidated premises including hotels have shelter available inside the building (i.e. no need to go outside to reach it) or are directly located underground.
YOUR MISSION:
Under the responsibility of the Health Project Manager the Rehabilitation Technical Officer contributes to the implementation of Humanity & Inclusions mandate and 10year strategy. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project is optimized. He/she works closely with the project manager and the programs technical team. He/she is responsible for the support and advice of a national rehabilitation officer and three physical therapists so that they properly complete their technical activities.
In this framework your main responsabilites will be:
Responsibility 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within the rehabilitation sector.
- Provides appropriate rehabilitation technical and pedagogical guidance and support to project manager and field staff
- Ensures that the project activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
- Adapts project documentation as required in accordance with global rehabilitation technical norms and standards including the International Classification of Functioning.
- Contributes to the regular reporting of the rehabilitation activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
- If relevant ensures coordination and collaboration with the technical partners of the project as delegated by the project manager.
- Supports capacity development of national rehabilitation staff through assessments mentoring supervising and training.
Responsibility 2: Provides technical learning from projects.
- Collects the elements necessary for any planned capitalization or scientific documentation exercises.
- Provides reports and reflections on training sessions that are implemented to contribute to technical learning.
- Responsible for the technical learning of projects based on lessons learned and good practices.
- Contributes to rehabilitation technical learning under the responsibility of the specialist based on good practice.
- Implements recommendations for improving the technical quality of the rehabilitation components of projects.
Responsibility 3: Contributes to the animation of the rehabilitation sector.
- Contributes to technical recruitment.
- Contributes to the necessary rehabilitation technical training.
- Contributes to the skills upgrading plan for rehabilitation professionals.
- Assists in coordinating technical professional development and facilitating a community of practice in collaboration with the technical division. Conducts technical trainings for staff as appropriate.
- Contribute to other reports & documentation upon request.
- Provides inputs to support the development of the missions next operational strategy in collaboration with the rehabilitation specialist.
Responsibility 4: Contributes to ensuring HIs technical inuence within its perimeter.
- Contributes to the inuence of HIs expertise: can represent HIs technical expertise in relevant local networks and with local partners under the guidance of the rehabilitation specialist.
- Contributes to the strengthening of referral pathways into existing rehabilitation services
- Relay and contribute to advocacy messages within its scope of work.
Requirements
- You hold a degree in occupational therapy
- You have at least 2 years of clinical experience and experience in emergency humanitarian settings
- You have experience of a multidisciplinary approach
- You have an experience in supervision and health science pedagogy
- You know how to manage stress
- You are responsive and flexible
- You have strong interpersonal and intercultural skills
- You are fluent in oral and written English
