- Knowledge training and/or education in Human Resources Labour Relations Law or a related field
- Experience in human resources including labour relations experience
- Experience providing labour relations advice to clients managing grievance disputes collective bargaining developing labour relations policy and/or providing interpretive advice regarding the application of collective agreements
Assets:
- Experience with tracking and using labour relations analytics to inform business recommendations and decisions
Skills required for success:
- Demonstrated ability to establish and maintain strong collaborative working relationships with a variety of stakeholders including unions clients and colleagues
- Excellent interpersonal skills including the ability to effectively support a diverse workforce in sensitive situations and deal with conflict
- Excellent written and verbal communication skills including the ability to brief leadership on issues and decision points in a concise and effective manner
- Strong advocacy skills enabling the ability to successfully represent the interests of the employer on contentious matters
- Proficiency in Google suite of applications (Gmail Calendar Drive Slides) and the ability to learn and adapt to evolving technology

Conditions of employment and work environment:
- Up to: 1 temporary fulltime position for up to 18 months
- Hours of work: 36.9 hours per week Monday Friday
- Salary Range: $102590 $128237 (Annually)
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite.
- This position is eligible for the EDO program (Earned Day Off).
- Valid Alberta Class 5 drivers licence (or provincial equivalent)
- You will be required to arrange your own transportation for use while on City business. Where appropriate you will be reimbursed for expenses related to that travel in accordance with City of Edmonton policy. You may be required to obtain business auto insurance.

If you are a highly motivated team player and selfstarter with a keen interest in labour relations consider this temporary opportunity to join the City of Edmonton as a Negotiations and Policy Consultant! This position reports to a Senior Negotiator and is part of a team of labour relations professionals. Using a strategic mindset combined with your indepth technical labour relations knowledge and experience you will support collective bargaining activities and develop implement and evaluate programs and policies related to a wide array of labour and employment matters. A systems thinking approach and keen political awareness are key to ensuring your success in this role. Success will also be measured by your ability to achieve results in a respectful inclusive and serviceminded way.
What will you do
Labour Relations Programs & Policy:
- Provide key labour relations expertise through the preparatory phases leading up to the transformation of the Citys HR and payroll systems
- Research and develop the development of labour relations and organizational policy in response to changes in organizational direction agreements with unions establishment of new case law and legislative updates
- Plan design and implement significant special projects and initiatives often involving multiple union stakeholders multiple business areas and applying to varied employee populations with different terms and conditions of employment
- Lead the development implementation and evaluation of policies tools and resources to ensure that the Labour Relations team and in turn the clients we serve are making sound and defensible labour relations decisions. This work may include for example developing collective agreement interpretation guidance documents
- Lead the development and delivery of labour relations education for clients
- Provide advice to a variety of clients throughout the organization identifying risk and providing options for mitigating risks that meet the business areas needs while complying and aligning with applicable legislation policies and collective bargaining agreements
- Present complex ideas to diverse audiences and building positive relationships
Dispute Resolution:
- Apply alternative dispute resolution techniques to resolve high level disputes between management and Unions
- Support the Citys labour relations response to new and emerging issues that have multiunion impacts
- Support the development and of strategies for resolution of issues that have widespread impacts and implications
- Research and prepare for disputes to be heard at the Alberta Labour Relations Board such as Unfair Labour Practice complaints
- Lead research preparation and management of policy grievances including drafting of grievance responses
- Liaise with union representatives to address disputes
- Provide collective bargaining agreement interpretations
Collective Bargaining:
- Support and provide input to collective bargaining activities for assigned bargaining tables including for example:
- Preparation and research
- Generating employer proposals
- Participating in negotiations
- Managing bargaining records
- Supporting contingency planning efforts
- Leading implementation efforts
