The City of Victoria is seeking a strongly motivated Stormwater Quality Officer to join our determined open and creative team.

Our successful candidate will directly improve stormwater quality by preventing illicit discharges from entering our stormwater infrastructure and locating and stopping sources when they occur. This will be achieved through administration and enforcement of applicable City bylaws and policies spill response source tracing monitoring and stormwater sampling.

WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid work from home arrangement in alignment with the Citys Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.

POSITION FUNCTION

Protect receiving waters and City infrastructure through education inspection and application of City of Victorias stormwater quality bylaws and policies.

KEY DUTIES

Review permits licences applications and other City records to determine Codes of Practice applicability. Ensure registration education and compliance of involved properties through outreach site visits and inspections to promote compliance and avoid escalating enforcement.

Collect stormwater soil and sediment samples from infrastructure and shorelines using specialised equipment. Prepare samples for lab analysis. Review sampling techniques and analytical results from registered properties. Compare results with City bylaws and policies identify compliance gaps and subsequent actions when required.

Respond to enquiries from the public other departments and staff relating to stormwater quality concerns and stormwater bylaws policies and requirements.

Direct Bylaw Officers to issue fines when all other avenues of compliance have been exhausted.

Keep accurate records of activities to determine appropriate enforcement escalation when required. Maintain databases of lab results spill occurrences contaminated sites investigations stormwater quality results and Codes of Practice registrations. Produce reports including maps documenting investigations sample collection enforcement actions and equipment deployments.

Assist with reviews of contaminated sites notifications and other stormwater quality issues such as responding to spills of potential pollutants by preventing their entry into City infrastructure and receiving waters identifying spill substance and source using scientific and source tracing techniques.

Assist with duties related to the stormwater utility including reviews of Rainwater Rewards applications billing attributes and building permit reviews site inspections and data collection.

Assist with contract administration duties including project management define specifications produce tender documents and drawings participate in project meetings conduct and report on inspections and testing monitor project costs and act as contract administrator.

Perform related duties where required.

INDEPENDENCE

Work is performed according to volume of permits applications investigations and required enforcement actions or assigned by supervisor.

Issues such as enforcement actions source detection sample collection are discussed with supervisor.

WORKING CONDITIONS

KEY SKILLS AND ABILITIES

Organize and prioritize work.

Understand and apply the principles and techniques of environmental management including spill response contaminated sites and enforcement of bylaws and policies.

Working level operation of current Microsoft Office programs and permitting and billing programs.

Read and interpret engineering drawings analytical results.

Use a variety of sampling equipment.

Communicate effectively verbally and in writing.

Convey information professionally and constructively in difficult enforcement situations.

QUALIFICATIONS

Formal Education Training and Occupational Certification:

Technical School Diploma in Environmental Science or a related discipline. 2 years).

Current and valid Class 5 B.C. Drivers Licence.

Experience:

4 years of related experience.

An equivalent combination of education and experience may be considered.

OTHER:
