Job Functions
What you will do with us:
Manage asset data and review and inspect private/public stormwater management facilities for compliance.
Conduct field inspections and assessments of stormwater management facilities structures and conveyances for proper maintenance and compliance.
Monitor the progress of work performed by contractors and conduct site inspections to ensure high quality delivery of work within established contract.
Inspect outfalls for dry weather discharges and respond to record and report notifications of illicit discharges.
Implement and maintain Stormwater Pollution Prevention Plan (SWPPP) in compliance with state and federal regulations; conduct regular inspections to ensure adherence to guidelines and document corrective actions.
Perform visual inspections of stormwater discharge points during measurable storm events; identify potential pollutants and ensure compliance with environmental standards.
Coordinate administrative activities related to the stormwater inspection and maintenance program.
Research existing documents related to properties being inspected.
Conduct routine inspections of a facilitys infrastructure including stormwater systems to identify maintenance needs or safety hazards; maintain detailed records of inspection findings and corrective actions.
Serve as system administrator for the Citys asset management software system as it relates to Environmental Services Division work and processes.
Assist and support implementation of the Citys Dam Safety Inspection program.
Perform basic plans review to determine compliance with codes.
Prepare for and conduct preconstruction meetings and perform random and scheduled site visits to inspect construction sites for compliance.
Assist in public education and outreach programs.
Support stormwater pollution prevention for City operations.
Respond to inquiries from the public and other departments about stormwater management and other environmental programs and policies.
Enforce ordinances controlling postconstruction stormwater management stormwater pollution and illicit discharges to the public storm drain system.
Develop update and maintain standard operating procedures for work performed on stormwater management infrastructure.
AA degree in Engineering Construction Management Environmental Science Natural Resources Management or closely related field (Bachelors Degree preferred).
At least 5 years of professional experience as a public works construction inspector or postconstruction stormwater inspector preferably in local government (municipal or county).
Additional related experience (at least 3 years) as a public works construction inspector may substitute for the educational requirement; additional 2 years of closely related college level course work in engineering or construction technology may substitute for 2 years of required work experience.
Demonstrated ability to read interpret and review stormwater plans and specifications and compare them with operational stormwater facilities for inspection and maintenance purposes.
Solid computer/technology skills.
Valid drivers license and safe driving record (required).
Maryland Department of Transportation State Highway Administration/Maryland Department of the Environment Erosion and Sediment Control Training Course (formerly green card) Certification within six 6 months of hire required as a condition of employment.
Maryland Department of Transportation State Highway Administration/Maryland Transportation Builders and Materials Association SHA Erosion and Sediment Control Training Course (formerly yellow card) Certification within six 6 months of hire required as a condition of employment.
Successful completion of OSHA #2264 PermitRequired Confined Space Entry training course within one 1 year of hire required as a condition of employment.
Stormwater or Construction Inspection Certification preferred such as Certified Professional in Erosion and Sediment Control (CPESC) Certified Erosion Sediment and Stormwater Inspector (CESSWI) Certified Inspector of Sediment and Erosion Control (CISEC) Construction Specifications Institute (CSI) Certifications etc.
Or any acceptable equivalent combination of education experience and training that provides the required knowledge skills and abilities to satisfactorily perform job duties.
