Senior Project Manager Highway

STV is seeking a Senior Project Manager/Highway Group Leader that will embody the highest technical standards ethics and professionalism on behalf of STV in leading the technical engineering work out of our Pittsburgh PA location. Seeking an individual looking for growth opportunity in Pittsburgh Office and the Region.

Key responsibilities will include oversight organization and coordination of work efforts for the successful completion of the project including staffing needs deliverables schedule and budget. Capable of managing planning and directing the development of project technical and price proposals project initiation project /control and project closeout for design projects. Responsible for project budgets project staff oversight mentoring of younger staff members and assisting other project and task managers on the completion of projects. Participates in projectspecific marketing proposal preparation and presentations for successful project selection

Works with other Senior Managers and the Area Manager to schedule and monitors resource requirements against the project budget/spending performance including managing activities related to project scope schedule budget quality communications coordination discipline requirements resources procurement and risk elements required to optimize client service quality and fiscal responsibility.

Required Skills:

Requirements:

• Bachelors degree in Civil engineering at a minimum.
• 1525 plus years of experience in Transportation/Infrastructure related to Highway/Civil projects with experience in highway design and project leadership / management
• Professional Engineering License (PA PE required)
• Strong management skills with the ability to plan and coordinate projects and teams to achieve goals.
• Direct experience working and interaction with clients in a project management and task leadership role.
• Familiarity with local clients including but not limited to PennDOT County City.

Project Delivery

• Project Quality
  • Develop projects with quality in mind.
  • Perform a quality review of submissions as either the primary (official) or secondary reviewer.
  • Ensure periodic full technical review meetings are happening for all office projects and participate in each.
  • Perform quality reviews of submittals by others as part of STVs quality requirement and documentation
• Accountable to the Area Manager for the overall successful delivery of the office project discipline portfolio which includes but not limited to:
  • Adherence to project scope and delivery of those services within the agreed upon discipline schedule and budget.
  • Providing engaged guidance and expertise to the greater project teams including the client.
  • Ensuring quality accuracy and completeness of all project deliverables including compliance with all required client and project technical and quality standards.
  • Perform or Support other Project Managers as needed.
  • Perform monthly EstimatetoComplete forecasting.
• Develop and complete multiple project assignments working with support staff from the office or other regional offices.
• Serve as Project Manager and as Task Manager when required.
• Serve and the Highway Discipline Leader in the Pittsburgh Office.
• Supports overall group short and longterm staff resourcing exercises technical collaboration technical training professional license coverage and work sharing for the discipline for all offices.
• Promote STV services while serving a project manager.
• Participate in industry associations and organizations.
• Help identify talent for the growth of STV and to increase capabilities of the office and region.
• Supports all projects within their office that have identified legal concerns.

Proposal Delivery

• Participate in the development of statements of interest technical proposals and price proposals.
• Exercise knowledge of local clients for increased success.
• Participate in marketing efforts as applicable.

Discipline Development

• Works with Area Manager regarding office hiring needs involving nonSenior Engineering positions for their office.
• Supports capture and sharing of discipline knowledge and lessons learned to support continued group learning.
• Elevates STV and the discipline through participation in technical organizations and presentations/publications in internal and external venues.
• Ensures all office technical staff are managed and mentored.
• Works with the Area Manager and National Discipline Lead on training culture organization growth and expertise for their office.
• Work with other Senior Project Manager/Discipline Leaders for project success and the implementation of improvements.
