DESCRIPTION
THE AGENCYPublic services provided by the Alameda County Public Works Agency include flood and storm water pollution control transportation planning and design roadway and flood control maintenance and inspection and construction and building inspections.

THE POSITION
Under general direction to be in charge of a major engineering section involving planning major engineering drainage studies within western Alameda County. The Senior Civil Engineer is responsible for developing and implementing strategies to manage stormwater reduce flooding risks and enhance watershed resilience. This role involves hydrologic and hydraulic modeling infrastructure planning to protect against flooding regulatory compliance for project implementation and multibenefit project development that integrates flood protection with environmental sustainability.
The Senior Civil Engineer supervises the work of professional and subprofessional personnel responsible for the quality and quantity of the work and to do related work as required.
IDEAL CANDIDATE
In addition to meeting the minimum qualifications the ideal candidate for the Senior Civil Engineer in Flood Control Watershed Planning Section will possess:
- Proven experience and skills in managing professional staff and consultants.
- Strong understanding of hydrology hydraulics and related principles and practices.
- Strong understanding of FEMA floodplain mapping environmental and water quality regulations.
- Strong problemsolving and data analysis skills for flood risk assessment.
- Experience with GIS and remote sensing for watershed analysis.
- Ability to work with government agencies environmental regulatory agencies and the public.
VACANCY
The current vacancy is within theflood control watershed planning servicesdepartment. However the eligible list resulting from this recruitment may be used to fill any vacancy in this classification.
FLOOD CONTROL WATERSHED PLANNING SERVICES
The Alameda County Flood Control and Water Conservation Districts Watershed Planning Program is designed to study and assess flood control infrastructure by performing hydrologic and hydraulic modeling of drainage networks and facilities identifying deficiencies in the districts open channels closed conduit systems and pump stations that could cause flooding. For facilities found to be deficient preliminary engineering alternatives are developed for increased system capacity to convey to minimize the risk of flooding. With the growing threat of sea level rise the analysis of flood hazards at riverine outfalls to the bay is now an important consideration in the evaluation of flood control infrastructure. The Program also oversees the Public Works Agencys geographic information system (GIS).
MINIMUM QUALIFICATIONS
TO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS YOU MUST MEET THE MINIMUM REQUIREMENTS BY POSSESSING ONE OF THE THREE PATTERNS LISTED BELOW.
EITHER I
Experience:The equivalent of one 1 year of experience in the classification of Associate Civil Engineer or in an equivalent or higher engineering classification in the Alameda County classified service.
OR II
Education:Possession of a bachelors degree from an accredited college or university with a major in civil engineering.
AND
Experience:The equivalent of two 2 years of professional engineering experience subsequent to becoming a Licensed Professional Engineer.
OR III
The equivalent of four 4 years of progressively responsible fulltime professional civil engineering experience at least two 2 years of which were in a supervisory or administrative capacity.
Certificate and License:Possession of a valid License as a Professional Engineer issued by the California Board for Professional Engineers Land Surveyors and Geologists.
Possession and maintenance of a valid Class C California State Motor Vehicle Operators license.

EXAMINATION COMPONENTS
THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
- A review of applicants application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
- An oral examination which will be weighted as 100 of the candidates final examination score. The oral examination will be administered virtually and may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
